Amends the State Finance Act to create the Mental Health Research Fund and the Children's Cancer Fund. Amends the Civil Administrative Code of Illinois to direct the Department of Human Services to make grants to organizations in Illinois for research of mental illness and cancer in children. Effective immediately. SENATE AMENDMENT NO. 1. Provides that money in the Children's Cancer Fund is to be used also for grants for direct community-based supportive services and programs which address the psychological, emotional, and social needs of children with cancer and their family members.
