UNEMPLOYMENT COMP GAP ACT                                                  

Synopsis of Bill as introduced:
        Creates the Unemployment Compensation Gap  Act.   Establishes  an      
   Unemployment  Compensation  Gap Program, operated by the Department of      
   Employment Security, to provide unemployment benefits to  persons  who      
   do not qualify for unemployment insurance but meet specified criteria.
