Provides that when assessing eligibility for assistance, in determining the resources of an individual or any dependents, the Department of Public Aid shall exclude from consideration the value of any funds specifically and irrevocably set aside for the funeral and burial arrangements of the individual or his or her dependents, including prepaid irrevocable funeral and burial plans.
