Synopsis of Bill as introduced:
        Amends the Mental Health and Developmental Disabilities  Code  to      
   provide  that  a  service provider may petition a payor of benefits to      
   become a representative payee for a recipient's  benefits.   Effective      
   immediately.                                                                
          STATE MANDATES FISCAL NOTE, H-AM 1                                   
          HB1447, amended by H-am 1, fails to create a State mandate.          
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that a recipient  may  deposit  money  with  a  facility      
   (instead  of  a  service  provider).   Provides  that  except  when  a      
   recipient  has  given  informed  consent, no service provider shall be      
   made representative payee for his or  her  social  security,  pension,      
   trust fund, or any other form of direct payment or assistance (instead      
   of  allowing  a  service  provider  to petition a payor of benefits to      
   become representative payee for  a  recipient's  benefits).   Provides      
   that  the  term  "service  provider"  does  not include State-operated      
   mental health or developmental disabilities facilities.  Provides that      
   a  facility  (instead   of   service   provider)   that   has   become      
   representative  payee  shall  use the benefits in accordance with laws      
   and regulations governing the benefits.
