Includes in the list of duties of the Office of Urban Assistance the duty to establish within each local branch of the Office a local board of directors to serve as an advisory board to the Department of Commerce and Community Affairs. Provides that each local board of directors shall consist of 9 members appointed by the Director of the Department. Provides that 5 members shall be from private industry and 4 shall be from community based organizations and community leadership. Effective immediately.
