Short description: 
NOTICE-FETAL ALCOHOL SYNDROM                                               

Synopsis of Bill as introduced:
        Amends  the  Liquor  Control  Act   of   1934   and   the   Civil      
   Administrative  Code of Illinois.  Requires all retailers who sell any      
   alcoholic beverages for consumption on the  premises  to  post,  in  a      
   conspicuous  place,  a  sign  which clearly reads:  "Warning: Drinking      
   alcoholic  beverages  during  pregnancy  can  cause  birth   defects."      
   Requires  the  Department  of  Revenue  to  make  such  warning  signs      
   available to retailers of alcoholic beverages.  Permits the Department      
   to  charge  a  fee  to cover printing, postage, and handling expenses.      
   Provides that a violation of this provision is a Class C  misdemeanor.      
   Imposes  a fine for violations of this prohibition.  Provides that the      
   Department of Public Health shall enforce this provision.                   
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB1102 fails to create a State mandate.
