Provides that each library is an independent unit of local government and that a municipality is not a joint employer of the library's personnel unless the municipality has adopted Division 1 of Article 10 of the Illinois Municipal Code. Provides that this amendatory Act only clarifies the existing provisions. Effective immediately.
