Short description: 
HORSE RACING-DELETE RECAPTURE                                              

Synopsis of Bill as introduced:
        Amends the Illinois Horse Racing Act of 1975.  Deletes provisions      
   concerning the recapture of certain funds.  Effective immediately.          
          FISCAL NOTE (Ill. Racing Board)                                      
          HB1039 will have no impact on State revenue.                         
          STATE DEBT IMPACT NOTE                                               
          HB 1039 would not impact State Debt.                                 
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB1039 fails to create a State mandate.
