Provides that ambulatory currency exchanges may provide services to senior citizens and welfare recipients at their homes, at public housing sites, or on any private property. Provides that all criteria established for determining whether to grant a location license shall be considered equally. Requires written findings to be made in connection with the denial of an application for a location license. Effective immediately.
