   65 ILCS 5/11-74.4-4       from Ch. 24, par. 11-74.4-4                       

        Amends the Tax Increment  Allocation  Redevelopment  Act  in  the      
   Illinois  Municipal Code.  Requires each redevelopment plan to include      
   a commitment to fair employment, an affirmative action  plan,  a  fair      
   housing  impact  study,  and an affordable housing impact study.  Sets      
   forth the requirements for the studies.  Includes in the definition of      
   "redevelopment  project  costs"  relocation  costs  to  be   paid   in      
   accordance  with  the  federal  Uniform Relocation Assistance and Real      
   Property Acquisition Policies Act of 1970.  Requires a municipality to      
   pay an owner of residential property that the municipality acquired by      
   eminent domain an amount  in  excess  of  the  fair  market  value  as      
   compensatory  damages for the involuntary nature of the loss. Requires      
   the municipality to commission as part of a TIF eligibility study,  an      
   affordable  housing  study  that  includes  certain provisions.  Makes      
   other changes.
