(KARPIEL)

   235 ILCS 5/5-1            from Ch. 43, par. 115                             

        Amends  the  Liquor  Control  Act  of  1934.   Provides  that  an      
   applicant for a special event retailer's license must, in addition  to      
   current  requirements,  (i)  show  proof that the applicant is a valid      
   educational, fraternal, political,  civic,  religious,  or  non-profit      
   organization,  (ii)  not  hold  a  retailer's  license, (iii) not have      
   received more than 3 special event retailer's licenses in the prior 12      
   months, and (iv) show proof  to  the  State  Commission  that  it  has      
   obtained local authority approval.  Effective immediately.                  
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Liquor  Control  Act  of  1934.   Removes  the      
   provision  that  an  applicant  for a special event retailer's license      
   must not have received more than 3 special event  retailer's  licenses      
   in the prior 12 months.                                                     
        HOUSE AMENDMENT NO. 2.                                                 
        Deletes additional conditions required  of  an  applicant  for  a      
   special  event retailer's license except the requirement that it show       
   proof to the State Commission that it  has  obtained  local  authority      
   approval.   Requires  an  applicant  for  a  special  event retailer's      
   license to show proof to the State Commission that  it  meets  certain      
   conditions under the Retailers' Occupation Tax Act.                         
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          235 ILCS 5/7-1                  from Ch. 43, par. 145                
        Further amends the Liquor Control Act of 1934.  Provides that  an      
   applicant  for  a  special event retailer's license that does not meet      
   specified conditions under the Retailers' Occupation Tax Act may still      
   be eligible for a special event retailer's license.                         
        SENATE AMENDMENT NO. 2.                                                
          Adds reference to:                                                   
          235 ILCS 5/6-9                  from Ch. 43, par. 126                
          235 ILCS 5/7-1                  from Ch. 43, par. 145                
        Further amends the Liquor Control Act of 1934.  Provides that  an      
   applicant  for  a  special event retailer's license that does not meet      
   specified conditions under the Retailers' Occupation Tax Act may still      
   be eligible for a special event retailer's license. Imposes additional      
   restrictions on the sale of alcoholic liquor by  a  licensed  Illinois      
   distributor  who  has not been registered to sell a brand of alcoholic      
   liquor, but for a period of 2 years prior to November 8, 1979 has been      
   engaged in the  purchase  of  a  brand  for  resale  from  a  licensed      
   distributor who has the right to sell that brand at wholesale, and who      
   may purchase from the same distributor and resell at wholesale any new      
   brands of the same manufacturer.
