Creates the Electronic Attendance Act. Provides that members of public bodies may attend meetings by electronic means subject to certain rules and restrictions. Amends the Open Meetings Act to allow members of a public body to attend a meeting by electronic means. Requires certain notices by the public body when a member is attending by electronic means. Provides that a quorum of the members must be physically present for the public body to vote on the issuance of bonds or to hold a hearing required by law. Provides that no more than 2 members may attend the meeting from the same remote location. Allows a public body to adopt rules concerning attendance at meetings by electronic means. Amends the Freedom of Information Act. Provides that a public body that provides access to records by remote electronic means or electronically transfers records may charge a fee for remote electronic access or transfer. Provides that "public record" does not include computer software used by a public body. Provides that an electronic transmission is not a written request for public records or a letter for purposes of denying a request for public records. Exempts electronic mail in which opinions are expressed, or policies or actions are formulated from inspection and copying by the public.
