New Act 30 ILCS 105/5.449 new Creates the Environmental Justice Act to expand State and community involvement in toxic chemical facility siting decisions affecting areas designated as environmental high impact areas. Amends the State Finance Act to create the Environmental Justice Trust Fund. Effective immediately. FISCAL NOTE (EPA) HB518 would cause an estimated annual administrative cost of $550,000, plus an required annual $250,000 transfer from GRF to the Environmental Justice Trust Fund.
