Provides that the Department of Children and Family Services shall contract with additional fingerprinting agencies to eliminate any fingerprinting backlogs by September 30, 1997 for relative caregivers applying for licensure as foster family homes, and shall provide more convenient hours and transportation to fingerprinting sites for relative caregivers applying for licensure as foster family homes.
