        Creates the Access to  Emergency  Services  Act.   Provides  that      
   health   insurance  plans,  as  defined,  must  provide  coverage  for      
   emergency services obtained by a  covered  individual.   Provides  for      
   administration  by  the  Department of Insurance.  Amends the Illinois      
   Insurance  Code,  Comprehensive  Health  Insurance  Plan  Act,  Health      
   Maintenance Organization Act, and Illinois Public Aid Code to  require      
   coverage   under   those   Acts   for  emergency  service.   Effective      
   immediately.
