          Amends  the  Forest  Preserve   Zoological   Parks   Act.
      Provides  that a forest preserve district located in a county
      with a population in excess of 140,000 but less than  200,000
      and  contiguous  to  the Mississippi River may levy an annual
      tax  for  construction  and  maintenance  of  the  park   and
      buildings  thereon  at  a rate not to exceed .02% (now .01%).

 1        AN ACT to amend the Forest Preserve Zoological Parks  Act
 2    by changing Section 2.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The Forest Preserve Zoological Parks Act  is
 6    amended by changing Section 2 as follows:

 8        Sec.  2.  For the purpose of constructing and maintaining
 9    and caring for any such zoological park and the buildings and
10    grounds thereof and of  securing  and  displaying  zoological
11    collections  thereon  the corporate authorities of any forest
12    preserve district containing a population of 150,000 or  more
13    but less than 3,000,000 are authorized to levy annually a tax
14    of  not to exceed .0058% of value as equalized or assessed by
15    the Department of Revenue, upon all the taxable  property  in
16    the district; provided however, in a forest preserve district
17    located   in   a  county  with  a  population  in  excess  of
18    140,000150,000 but less than 200,000 and  contiguous  to  the
19    Mississippi  River,  the  annual  tax may be at a rate not to
20    exceed .02%.01%. This tax shall be levied  and  collected  in
21    the  same  manneras  the general taxes of the forest preserve
22    district and shall be inaddition to the maximum of all  other
23    taxes and tax rates which thedistrict is now or may hereafter
24    be  authorized  to  levy  upon  theaggregate valuation of all
25    taxable property within the district andshall be exclusive of
26    and in addition to the maximum amount and  rate  oftaxes  the
27    district  is  now  or may hereafter be authorized to levy for
28    general purposes under Section 13 of "An Act to  provide  for
29    the  creation and management of forest preserve districts and
30    repealing certain Acts  therein  named",  approved  June  27,
31    1913,  as  amended, or under any otherlaw which may limit the

 1    amount  of  tax  which  the  district  may  levy   forgeneral
 2    purposes.  The proceeds of the tax herein authorized shall be
 3    kept as a separate fund.

 5        Section  99.  Effective date.  This Act takes effect upon
 6    becoming law.
