 1                    AMENDMENT TO SENATE BILL 815
 2        AMENDMENT NO.     .  Amend Senate Bill 815 on page 1,  in
 3    line 26, by deleting "; and"; and
 4    on page 2, in line 1, by changing "." to "; and"; and
 5    on  page  2,  immediately  below  line  1,  by  inserting the
 6    following:
 7        "(e)  that violations of State and federal drinking water
 8    standards threaten the public interest, safety, and  welfare,
 9    which  demands  that  the  Illinois  Environmental Protection
10    Agency expeditiously adopt emergency rules to administer  the
11    Public Water Supply Loan Program."; and
12    on page 6, in line 14, before "The", by inserting "(a)"; and
13    on  page  7,  immediately  below  line  1,  by  inserting the
14    following:
15        "(b)  The Agency may adopt emergency rules to  administer
16    the Public Water Supply Loan Program pursuant to Section 5-45
17    of  the Illinois Administrative Procedure Act.  The emergency
18    rules shall be effective until June 30,  1998  or  until  the
19    Agency  adopts  the emergency rules under Section 5-40 of the
20    Illinois  Administrative  Procedure  Act,  whichever   occurs
21    first."; and

 1    on page 8, by replacing line 31 with the following:
 2        "Sec. 19.8.  Advisory committees; reports.
 3        (a)  The Director of the Agency shall appoint"; and
 4    on  page  9,  immediately  below  line  7,  by  inserting the
 5    following:
 6        "(b)  The Agency shall report to the General Assembly  by
 7    June 30, 1998 regarding the feasibility of providing drinking
 8    water  loans  to not-for-profit community water supplies that
 9    serve  units of local government and to investor-owned public
10    utilities.  The report shall include a detailed discussion of
11    all relevant factors and  shall  include  participation  from
12    representatives of the affected entities.".
