      70 ILCS 2605/4.3          from Ch. 42, par. 323.3
          Amends the Metropolitan Water Reclamation  District  Act.
      Provides  that  for  all positions (now offices and places of
      employment) in a sanitary district, job classifications  (now
      grades)  shall be established.  Provides that uniform pay and
      titles shall  be  established  for  all  positions  similarly
      classified  (now offices and places of employment in the same
      grade).  Provides that the trustees shall conform  title  and
      pay  for a position held in a classification to the title and
      pay of other positions in the classification  no  later  than
      the  beginning  of  the next fiscal year (now within 30 days)
      after receiving a report of a change in pay or  title  of  an
      employee.  Makes other changes.

 1        AN  ACT  to  amend  the  Metropolitan  Water  Reclamation
 2    District Act by changing Section 4.3.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Metropolitan Water  Reclamation  District
 6    Act is amended by changing Section 4.3 as follows:

 8        Sec.  4.3.  Classification  of  positions.   The Director
 9    shall, with the consent and approval of  said  civil  service
10    board,  classify  within  90 days after the effective date of
11    this amendatory Act of 1997 goes into effect,  all  positions
12    offices  and  places  of employment in said sanitary district
13    with reference to the  duties  thereof  for  the  purpose  of
14    establishing  job  classifications  grades, and of fixing and
15    maintaining standards of  examinations  hereinafter  provided
16    for.  The  positions  offices  and places so classified shall
17    constitute the classified  civil  service  of  such  sanitary
18    district   and   no   appointments,   promotions,  transfers,
19    reductions in grade or pay or removal therefrom shall be made
20    except under and according to the provisions of this Act  and
21    of  the  rules  hereinafter  mentioned.  As  a  part  of such
22    classified civil service all  officers  and  employees  under
23    said  Director,  except special examiners, shall be included.
24    The Director shall ascertain and record the  duties  of  each
25    position office and place in the classified civil service and
26    designate  the  classification  grade  of each position. Each
27    classification grade shall  comprise  positions  offices  and
28    places  having  substantially  similar  duties. He shall also
29    record the lines of promotion from each lower  classification
30    grade   to   a   higher  classification  grade  wherever  the
31    experience derived in the performance of the duties  of  such

 1    lower  classification  grade tends to qualify for performance
 2    of duty in such higher classification  grade.  The  director,
 3    subject  to  the  disapproval  of  the civil service board as
 4    hereinafter provided, shall by rule  prescribe  standards  of
 5    efficiency for each classification grade and for examinations
 6    of  candidates  for  appointment  thereto.  Such  rule or any
 7    amendment thereof shall take effect  30  days  after  written
 8    notice  thereof  is  given to the civil service board, unless
 9    within such period  the  board  files  with  the  Director  a
10    written notice of its disapproval thereof.
11        For  the  purpose  of  establishing uniformity of pay and
12    title for all  positions  similarly  offices  and  places  of
13    employment classified in the same grade, it shall be the duty
14    of  the  Director  to  prescribe  by  rule which shall become
15    effective when approved by  the  trustees,  the  maximum  and
16    minimum  pay  for  each  classification  grade  and the title
17    thereof and to report to the trustees annually  and  at  such
18    other  times  as they may direct the name and address of each
19    officer  and  employee  paid  more  or  less  than  the   pay
20    prescribed  for  his  classification grade or designated by a
21    title other than that prescribed for his classification grade
22    by the board of  trustees.  It  shall  be  the  duty  of  the
23    trustees not later than the beginning of the next fiscal year
24    within  30 days after receiving such report to change the pay
25    or title of any position officer or employee so reported  out
26    of  classification  grade  to  conform  to  the title and pay
27    prescribed by the Director for the  classification  grade  in
28    which  the  position  held by the such officer or employee is
29    classified. The Director shall standardize employment in each
30    classification grade and  make  and  keep  a  record  of  the
31    relative  efficiency  of  each  officer  and  employee in the
32    classified civil service. The Director shall provide by  rule
33    methods  for  ascertaining and verifying the facts from which
34    such records of relative efficiency shall be made which shall

 1    be uniform for each classification grade  in  the  classified
 2    civil service.
