New Act
Creates the Local Government Contract Lobbyist Disclosure
Act. Provides that units of local government, including home
rule units, and school districts shall identify by line item
in their annual budget each agreement with a contract
lobbyist to provide lobbying services. Exempts from these
provisions employees of the governmental units and entities
paid association dues or subscriptions.

1 AN ACT to create the Local Government Contract Lobbyist
2 Disclosure Act.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 1. Short title. This Act may be cited as the
6 Local Government Contract Lobbyist Disclosure Act.
7 Section 5. Definitions. In this Act:
8 "Annual budget" includes annual or amended budgets,
9 appropriation bills or ordinances, or similar documents
10 required by law.
11 "Contract lobbyist" includes those persons and entities
12 required to register as lobbyists under the Lobbyist
13 Registration Act, but does not include (i) employees of the
14 unit of local government or school district and (ii) entities
15 to which the unit of local government or school district pays
16 nothing other than association dues or subscriptions that are
17 used for lobbying activities by that entity.
18 "Home rule unit" has the meaning established in Section 6
19 of Article VII of the Illinois Constitution.
20 "Lobbying" has the meaning established in Section 2 of
21 the Lobbyist Registration Act.
22 "School district" includes any school district organized
23 under the School Code.
24 "Unit of local government" has the meaning established in
25 Section 1 of Article VII of the Illinois Constitution.
26 Section 10. Annual budget entry. Units of local
27 government, including home rule units, and school districts
28 shall specify by a line item entry in their annual budget
29 each agreement with a contract lobbyist to provide lobbying
30 services for the governmental body. The line item entry

1 shall include the name of the contract lobbyist and the
2 amount of the compensation for the lobbying services.
3 Section 15. Public access. The entries in the annual
4 budget specifying the information of the lobbying agreements
5 shall be available to the public under the same provisions
6 that provide public access to the annual budget.
7 Section 90. Home rule. A home rule unit may not provide
8 for annual budget entries in a manner inconsistent with this
9 Act. This Act is a limitation under subsection (i) of
10 Section 6 of Article VII of the Illinois Constitution on the
11 concurrent exercise by home rule units of powers and
12 functions exercised by the State.
