1 HOUSE RESOLUTION
2 WHEREAS, The federal Intermodal Surface Transportation
3 Efficiency Act of 1991 (ISTEA) was landmark legislation
4 impacting transportation planning and construction; and
5 WHEREAS, ISTEA promotes the early and continuing input of
6 the general public in transportation decision making; and
7 WHEREAS, ISTEA encourages cooperative relationships
8 between state and local officials; and
9 WHEREAS, ISTEA requires full consideration of social,
10 environmental, and economic consequences of transportation
11 decisions; therefore, be it
12 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
14 Illinois Department of Transportation, in cooperation with
15 members of the General Assembly, undertake the planning and
16 implementation of transportation programs in the spirit of
17 ISTEA, including efforts to promote wide ranging public
18 involvement, cooperative relationships with local decision
19 makers, and renewed sensitivity to social, environmental, and
20 economic impacts; and be it further
21 RESOLVED, That the Illinois Department of Transportation
22 shall provide a report on progress toward achieving ISTEA
23 goals to the General Assembly by July 1, 1998.
