 1                          HOUSE RESOLUTION
 2        WHEREAS,  There  are  students  and  teachers  that  work
 3    together within their schools to create a  better  atmosphere
 4    to learn and grow;  Anna Santiago, a student at Highland Park
 5    High  School, and Susie Greenwald, her teacher and coach, are
 6    two such individuals; and
 7        WHEREAS, Susie Greenwald was the coach and sponsor of the
 8    after school program  called  Future  Problem  Solving;  Anna
 9    Santiago  was  the  student  leader  of the group;  the group
10    developed a program entitled "Kick  (Cigarette)  Butts"  that
11    won  national  recognition after developing a sting operation
12    to expose the underage selling of  cigarettes  to  teenagers;
13    the program helped in the creation of a new law; and
14        WHEREAS, Anna Santiago and Susie Greenwald made two trips
15    to  Washington,  D.C.  to  be  a part of the growing national
16    campaign against teenage smoking; their first  trip  in  June
17    was  for  Anna  to be recipient of the first annual "Campaign
18    For Tobacco-Free Kids' Advocate of the Year Award"; while  in
19    our  nation's  capitol,  the  team  also attended the opening
20    ceremony for the National Center For Tobacco-Free Kids; and
21        WHEREAS, With the team's second visit in August of  1996,
22    they  joined  with  other  anti-smoking  advocates  to  watch
23    President Bill Clinton sign new regulations designed to crack
24    down on teenage smoking by officially classifying nicotine as
25    an  addictive  drug;  Anna  sat  next  to the President as he
26    signed the regulations in the White House Rose Garden; and
27        WHEREAS, Anna Santiago and three other students  involved
28    in  the  project,  Laura Braude, Jenni Tier and Danny Goldman
29    traveled to Springfield, Illinois in May of 1996 to be a part
30    of the Illinois Coalition Against Tobacco Rally at the  State
31    Capitol; and

 1        WHEREAS,  The Highland Park students won first prize with
 2    their  anti-smoking  project  at  the  International  Problem
 3    Solving Bowl in Providence, Rhode Island; and
 4        WHEREAS, As a part of the efforts of Anna, Ms. Greenwald,
 5    and the Highland Park group, a  strict  local  ordinance  was
 6    passed  in  Highland  Park that resulted in tougher penalties
 7    for selling to  underaged  consumers  as  well  as  enforcing
 8    anti-smoking  laws  for teenagers by making a teenager caught
 9    smoking attend a class on how to stop smoking; therefore,  be
10    it
11        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
12    NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that  we
13    commend  the  efforts  of Anna Santiago, Susie Greenwald, and
14    the student participants in the Future Problem Solving  group
15    at Highland Park High School; and be it further
16        RESOLVED,  That  suitable  copies  of  this resolution be
17    presented to Anna Santiago and Susie  Greenwald  of  Highland
18    Park High School in Highland Park, Illinois.
