      105 ILCS 5/27-22.4 new
          Amends the School Code.  Requires  high  school  students
      who  enter  9th  grade  during  the 1998-99 or any subsequent
      school year, upon thereafter attaining 16 years  of  age,  to
      serve  75  hours  of  community  service  in  a  program as a
      prerequisite to graduating from high school.

 1        AN ACT  to  amend  the  School  Code  by  adding  Section
 2    27-22.4.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The School Code is amended by adding  Section
 6    27-22.4 as follows:
 7        (105 ILCS 5/27-22.4 new)
 8        Sec.   27-22.4.  Community   service   program.    As   a
 9    prerequisite  to  graduating from high school and receiving a
10    high school diploma, each high school student completing  the
11    ninth  grade during the 1998-99 or any subsequent school year
12    shall, upon thereafter reaching the age of 16 years, serve 75
13    hours of  community  service  in  a  program  that  shall  be
14    administered in each school district.
15        Under  program  standards  and regulations that the State
16    Board of Education shall  promulgate  for  purposes  of  this
17    Section,  services  that  will  qualify  as community service
18    under the program shall be identified by  school  boards  and
19    school    administrators    working   in   conjunction   with
20    representatives of business, commerce, and industry from  the
21    area  and  with  public  sector  and  nonprofit entities that
22    provide community  services.    The  services  shall  include
23    preparation,  action,  and  reflection components.  The State
24    Board of Education shall take  into  account  the  safety  of
25    students,  tort  liability,  students  with disabilities, the
26    ability  to  transfer,  and  local  control  in  promulgating
27    program standards and regulations.
