Amends the Vehicle Code and the State Finance Act to
provide for Mammogram license plates to contain the phrases
"Mammograms Save Lives" and "The Susan G. Komen Foundation".
Creates the Mammogram Fund and provides that the additional
fees for the plates be deposited in that Fund for payment,
subject to appropriation, to the Susan G. Komen Foundation
for breast cancer research, education, screening, and
treatment.

1 AN ACT concerning special license plates, amending named
2 Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by adding
6 Section 5.480 as follows:
7 (30 ILCS 105/5.480 new)
8 Sec. 5.480. The Mammogram Fund.
9 Section 10. The Illinois Vehicle Code is amended by
10 adding Section 3-643 as follows:

12 Sec. 3-643. Mammogram license plates.
13 (a) The Secretary, upon receipt of an application made
14 in the form prescribed by the Secretary, may issue special
15 registration plates designated as Mammogram license plates.
16 The special plates issued under this Section shall be affixed
17 only to passenger vehicles of the first division and motor
18 vehicles of the second division weighing not more than 8,000
19 pounds. Plates issued under this Section shall expire
20 according to the multi-year procedure established by Section
21 3-414.1 of this Code.
22 (b) The design and color of the plates is wholly within
23 the discretion of the Secretary, except that the following
24 phrases shall be on the plates: (i) "Mammograms Save Lives"
25 and (ii) "The Susan G. Komen Foundation". The Secretary may
26 allow the plates to be issued as vanity plates or
27 personalized under Section 3-405.1 of the Code. The
28 Secretary shall prescribe stickers or decals as provided
29 under Section 3-412 of this Code.

1 (c) An applicant for the special plate shall be charged
2 a $25 fee for original issuance in addition to the
3 appropriate registration fee. Of this fee, $10 shall be
4 deposited into the Mammogram Fund and $15 shall be deposited
5 into the Secretary of State Special License Plate Fund, to be
6 used by the Secretary to help defray the administrative
7 processing costs.
8 For each registration renewal period, a $25 fee, in
9 addition to the appropriate registration fee, shall be
10 charged. Of this fee, $23 shall be deposited into the
11 Mammogram Fund and $2 shall be deposited into the Secretary
12 of State Special License Plate Fund.
13 (d) The Mammogram Fund is created as a special fund in
14 the State treasury. All money in the Mammogram Fund shall be
15 paid, subject to appropriation by the General Assembly and
16 approval by the Secretary, as grants to the Susan G. Komen
17 Foundation for breast cancer research, education, screening,
18 and treatment.
