          Amends the School Code.  Makes a change  of  style  in  a
      Section   relating   to  truants'  alternative  and  optional
      education programs.

 1        AN ACT to amend the  School  Code  by  changing  Sections
 2    21-2, 21-2.1, 21-3, 21-4, and 21-5.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.   The  School  Code  is  amended  by  changing
 6    Sections 21-2, 21-2.1, 21-3, 21-4, and 21-5 as follows:
 7        (105 ILCS 5/21-2) (from Ch. 122, par. 21-2)
 8        Sec. 21-2.  Grades of certificates.
 9        (a)  Until January 1, 1999, all certificates issued under
10    this  Article  shall  be  State certificates valid, except as
11    limited in Section 21-1,  in  every  school  district  coming
12    under the provisions of this Act and shall be limited in time
13    and    designated    as   follows:   Provisional   vocational
14    certificate, temporary  provisional  vocational  certificate,
15    early  childhood  certificate, elementary school certificate,
16    special certificate, high school certificate, school  service
17    personnel     certificate,     administrative    certificate,
18    provisional certificate,  and  substitute  certificate.   The
19    requirement  of  student  teaching  under close and competent
20    supervision for  obtaining  a  teaching  certificate  may  be
21    waived   by   the  State  Teacher  Certification  Board  upon
22    presentation to the Board by the teacher  of  evidence  of  5
23    years  successful  teaching experience on a valid certificate
24    and  graduation  from  a  recognized  institution  of  higher
25    learning with a bachelor's degree  with  not  less  than  120
26    semester  hours  and  a  minimum  of  16  semester  hours  in
27    professional education.
28        (b)  Initial  Teaching Certificate.  Beginning January 1,
29    1999, persons who (1)  have  completed  an  approved  teacher
30    preparation  program,  (2)  are  recommended  by  an approved
31    teacher preparation program, (3) have successfully  completed

 1    the  Initial  Teaching Certification examinations required by
 2    the State Board of Education, and  (4)  have  met  all  other
 3    criteria  established  by  the  State  Board  of Education in
 4    consultation with  the  State  Teacher  Certification  Board,
 5    shall  be  issued an Initial Teaching Certificate valid for 4
 6    years.  Initial Teaching Certificates  shall  be  issued  for
 7    categories   corresponding   to  Early  Childhood  Education,
 8    Elementary Education, and Secondary  Education,  and  Special
 9    K-12  Education,  with  special certification designations or
10    endorsements  for  Special  Education,  Bilingual  Education,
11    fundamental learning areas (including Language Arts, Reading,
12    Mathematics, Science, Social  Science,  Physical  Development
13    and Health, Fine Arts, and Foreign Language), and other areas
14    designated  by  the State Board of Education, in consultation
15    with the State Teacher Certification Board.
16        (c)  Standard Certificate.  Beginning  January  1,  1999,
17    persons  who  (1)  have completed 4 years of teaching with an
18    Initial Certificate, have successfully completed the Standard
19    Teaching Certificate examinations, and  have  met  all  other
20    criteria  established  by  the  State  Board  of Education in
21    consultation with the State Teacher Certification  Board,  or
22    (2)  were  issued  teaching  certificates prior to January 1,
23    1999 and are renewing those  certificates  after  January  1,
24    1999,  shall  be  issued  a  Standard Certificate valid for 5
25    years, which may be renewed thereafter every 5 years  by  the
26    State   Teacher   Certification   Board  based  on  proof  of
27    continuing education or  professional  development.  Standard
28    Certificates  shall be issued for categories corresponding to
29    Early  Childhood   Education,   Elementary   Education,   and
30    Secondary Education, and Special K-12 Education, with special
31    certification   designations   or  endorsements  for  Special
32    Education, Bilingual Education,  fundamental  learning  areas
33    (including  Language  Arts,  Reading,  Mathematics,  Science,
34    Social  Science,  Physical Development and Health, Fine Arts,

 1    and Foreign Language), and  other  areas  designated  by  the
 2    State  Board  of  Education,  in  consultation with the State
 3    Teacher Certification Board.
 4        (d)  Master  Certificate.   Beginning  January  1,  1999,
 5    persons  who  have  successfully  achieved   National   Board
 6    certification  through  the  National  Board for Professional
 7    Teaching Standards shall  be  issued  a  Master  Certificate,
 8    valid  for  7  years  and  renewable thereafter every 7 years
 9    through compliance with requirements set forth by  the  State
10    Board of Education.

13        Sec. 21-2.1.  Early childhood certificate.
14        (a)  An  early childhood certificate shall be valid for 4
15    years for teaching children up to 6 years of  age,  exclusive
16    of  children enrolled in kindergarten, in facilities approved
17    by the State Superintendent of Education.  Beginning July  1,
18    1988,  such  certificate  shall  be  valid  for  4  years for
19    Teaching children through grade 3 in facilities  approved  by
20    the  State  Superintendent  of  Education.   Subject  to  the
21    provisions  of  Section  21-1a, it shall be issued to persons
22    who have graduated from a recognized  institution  of  higher
23    learning with a bachelor's degree and with not fewer than 120
24    semester  hours  including  professional  education  or human
25    development or, until July 1, 1992, to persons who have early
26    childhood  education  instruction  and  practical  experience
27    involving supervised work with children under 6 years of  age
28    or  with  children  through  grade  3.  Such persons shall be
29    recommended  for  the  early  childhood  certificate   by   a
30    recognized   institution  as  having  completed  an  approved
31    program of preparation which includes the requisite hours and
32    academic and professional courses  and  practical  experience
33    approved   by   the  State  Superintendent  of  Education  in

 1    consultation with the State Teacher Certification Board.
 2        (b)  Beginning January  1,  1999,  Initial  and  Standard
 3    Early  Childhood  Education  Certificates  shall be issued to
 4    persons who meet the criteria established by the State  Board
 5    of   Education,   in  consultation  with  the  State  Teacher
 6    Certification Board, for early childhood education.

 9        Sec. 21-3.  Elementary certificate.
10        (a)  An elementary school certificate shall be valid  for
11    4  years  for teaching in the kindergarten and lower 9 grades
12    of the common schools.  Subject to the provisions of  Section
13    21-1a,  it shall be issued to persons who have graduated from
14    a recognized institution of higher learning with a bachelor's
15    degree and with not fewer than 120 semester hours and with  a
16    minimum  of  16  semester  hours  in  professional education,
17    including  5  semester  hours  in  student   teaching   under
18    competent  and  close  supervision.  Such  persons  shall  be
19    recommended  for  the  elementary certificate by a recognized
20    institution  as  having  completed  an  approved  program  of
21    preparation which includes intensive preservice  training  in
22    the   humanities,   natural  sciences,  mathematics  and  the
23    academic and  professional  courses  approved  by  the  State
24    Superintendent  of  Education  in consultation with the State
25    Teacher Certification Board.
26        (b)  Beginning January  1,  1999,  Initial  and  Standard
27    Elementary  Certificates  shall be issued to persons who meet
28    all of  the  criteria  established  by  the  State  Board  of
29    Education,   in   consultation   with   the   State   Teacher
30    Certification Board, for elementary education.

 1        Sec. 21-4.  Special K-12 certificate.
 2        (a)  A special certificate shall be valid for 4 years for
 3    teaching  the special subjects named therein in all grades of
 4    the common schools. Subject  to  the  provisions  of  Section
 5    21-1a,  it shall be issued to persons who have graduated from
 6    a recognized institution of higher learning with a bachelor's
 7    degree and with not fewer than 120 semester hours including a
 8    minimum of 16 semester hours in professional education, 5  of
 9    which  shall be in student teaching under competent and close
10    supervision. When the holder of such certificate has earned a
11    master's degree, including eight semester hours  of  graduate
12    professional  education  from  a  recognized  institution  of
13    higher  learning  and with two years' teaching experience, it
14    may be endorsed for supervision.
15        Such  persons  shall  be  recommended  for  the   special
16    certificate  by  a recognized institution as having completed
17    an approved program of preparation  which  includes  academic
18    and professional courses approved by the State Superintendent
19    of   Education   in   consultation  with  the  State  Teacher
20    Certification Board.
21        (b)  Beginning January  1,  1999,  Initial  and  Standard
22    Special  K-12  Certificates  shall  be  issued,  with special
23    certification  designations  shall  be  issued  for   Special
24    Education,  Bilingual  Education,  fundamental learning areas
25    (Language  Arts,  Reading,   Mathematics,   Science,   Social
26    Science,  Physical  Development  and  Health,  Fine Arts, and
27    Foreign Language), and other areas designated  by  the  State
28    Board  of  Education, to persons who meet all of the criteria
29    established by the State Board of Education, in  consultation
30    with the State Teacher Certification Board.

33        Sec. 21-5.  High school certificate.

 1        (a)  A high school certificate shall be valid for 4 years
 2    for  teaching  in  grades  6  to  12  inclusive of the common
 3    schools. Subject to the provisions of Section 21-1a, it shall
 4    be issued to persons who have  graduated  from  a  recognized
 5    institution  of  higher learning with a bachelor's degree and
 6    with not fewer than 120 semester hours including 16  semester
 7    hours  in  professional  education,  5  of  which shall be in
 8    student teaching under competent and  close  supervision  and
 9    with  one  or  more  teaching  fields.  Such persons shall be
10    recommended for the high school certificate by  a  recognized
11    institution  as  having  completed  an  approved  program  of
12    preparation  which  includes  the  academic  and professional
13    courses approved by the State Superintendent of Education  in
14    consultation with the State Teacher Certification Board.
15        (b)  Beginning  January  1,  1999,  Initial  and Standard
16    Secondary Certificates shall be issued to  persons  who  meet
17    all  of  the  criteria  established  by  the  State  Board of
18    Education,   in   consultation   with   the   State   Teacher
19    Certification Board, for secondary education.
