          Amends the Property Tax Code to make technical changes in
      the Sections concerning compensation for  Certified  Illinois
      Assessing  Officers  and  compensation  for  local assessment
      officers.

 1        AN ACT  to  amend  the  Property  Tax  Code  by  changing
 2    Sections 4-10 and 4-15.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Property Tax Code is amended by  changing
 6    Sections 4-10 and 4-15 as follows:
 7        (35 ILCS 200/4-10)
 8        Sec. 4-10.  Compensation for Certified Illinois Assessing
 9    Officers.    Subject   to   the  requirements  for  continued
10    training, any supervisor  of  assessments,  assessor,  deputy
11    assessor or member of a board of review in any county who has
12    earned  a  Certified  Illinois Assessing Officers Certificate
13    from the Illinois Property Assessment Institute shall receive
14    from the State, out of funds appropriated to the  Department,
15    additional compensation of $500 per year.
16        To   receive   a  Certified  Illinois  Assessing  Officer
17    certificate, a person shall complete  successfully  and  pass
18    examinations   on  a  basic  course  in  assessment  practice
19    approved by the Department and conducted by the Institute and
20    additional courses totaling not less than 60 class hours that
21    are designated and approved by the Department, on  the  cost,
22    market   and  income  approaches  to  value,  mass  appraisal
23    techniques, and property tax administration.
24        To  continue  to   be   eligible   for   the   additional
25    compensation,  a  Certified  Illinois  Assessing Officer must
26    complete successfully a minimum of 15 class hours requiring a
27    written examination, and the equivalent of one seminar course
28    of 15 class hours that  which  does  not  require  a  written
29    examination,  in  each year for which additional compensation
30    is sought after receipt of the  certificate.  The  Department
31    shall designate and approve courses acceptable for additional

 1    training,   including   courses   in  business  and  computer
 2    techniques, and class hours applicable to  each  course.  The
 3    Department   shall  specify  procedures  for  certifying  the
 4    completion of the additional training.
 5        The courses and training shall be conducted  annually  at
 6    various  convenient  locations throughout the State. At least
 7    one course shall be conducted annually in  each  county  with
 8    more than 400,000 inhabitants.

12        Sec. 4-15.  Compensation  of  local  assessment  officers
13    holding  other  designations.   Any assessor, deputy assessor
14    or member of a  board  of  review  who  has  been  awarded  a
15    Certified    Assessment    Evaluator   certificate   by   the
16    International Association of Assessing Officers shall receive
17    an additional  compensation  of  $500  per  year  from  funds
18    appropriated to the Department.
19        Any  assessor,  deputy  assessor  or member of a board of
20    review  who  has  been  awarded  a   Residential   Evaluation
21    Specialist  certificate  by  the International Association of
22    Assessing Officers, but who has not been awarded a  Certified
23    Assessment  Evaluator  certificate,  shall receive additional
24    compensation of $250 per year from funds appropriated to  the
25    Department.
26        To  continue  to  qualify for the additional compensation
27    after receipt of a certificate, any assessor, deputy assessor
28    or  member  of  a  board  of  review  must,  each  year  that
29    additional compensation is sought,  complete  successfully  a
30    minimum  of  15  class hours requiring a written examination,
31    and the equivalent of one seminar course of  15  class  hours
32    that which does not require a written examination.
