 1                    AMENDMENT TO HOUSE BILL 2774
 2        AMENDMENT NO.     .  Amend House Bill 2774,  AS  AMENDED,
 3    by replacing the title with the following:
 4        "AN ACT concerning the Consortium for Student Advocacy.";
 5    and
 6    by  replacing  everything  after the enacting clause with the
 7    following:
 8        "Section 1. Short title. This Act may  be  cited  as  the
 9    Consortium for Student Advocacy  Act.
10        Section  5.  Definition.   In  this  Act, "CSA" means the
11    Consortium for Student Advocacy.
12        Section 10. Creation  of  CSA.  With  funds  appropriated
13    expressly  for  this purpose, there is created the Consortium
14    for Student Advocacy consisting of the  State  Superintendent
15    of Education or his or her designee and those superintendents
16    of school districts designated by the State Superintendent of
17    Education  as  school  districts  that would benefit from the
18    plans, proposals, and programs under Section 15 of this  Act,
19    all  of  whom  shall  serve without compensation but shall be
20    reimbursed for their reasonable and necessary expenses.

 1        CSA shall  meet  initially  at  the  call  of  the  State
 2    Superintendent  of  Education,  shall  select  one  member as
 3    chairperson at its initial meeting, and shall thereafter meet
 4    at the call of the chairperson.
 5        Section 15.  CSA's responsibilities. CSA shall  have  all
 6    of the following responsibilities:
 7        (1)  To  develop  a  plan  for  upgrading  the  skills of
 8    teachers in  those school districts whose superintendents are
 9    members of CSA in the subject areas of Math and Science. This
10    plan  shall  at  a  minimum  include  proposals  for  ongoing
11    professional development and in-service training pursuant  to
12    the   professional  development  block  grant  provisions  of
13    subsection (b) of Section 1C-2 of the School Code.
14        (2)  To  develop  a   plan   for   providing   corrective
15    incentives  to  improve  the  quality  of  education in those
16    school districts whose superintendents are members of CSA.
17        (3)  To create proposals concerning:
18             (A)  pre-kindergarten  programs  pursuant   to   and
19        consistent   with   the   early   childhood  block  grant
20        provisions of subsection  (c)  of  Section  1C-2  of  the
21        School Code;
22             (B)  reading   improvement   programs   for   grades
23        kindergarten  through  12 pursuant to and consistent with
24        the Reading Improvement Block Grant Program provisions of
25        Section 2-3.51 of the School Code; and
26             (C)  math  and  science  improvement  programs   for
27        grades kindergarten through 12 pursuant to and consistent
28        with  the  Illinois  State  Board  of  Education Math and
29        Science Initiative and the scientific literacy provisions
30        of Section 2-3.94 of the School Code.
31        (4)  To  develop  a  proposal  for   enhancing   learning
32    technology in grades kindergarten through 12 for those school
33    districts  whose  superintendents are members of CSA pursuant

 1    to  and  consistent  with  the  School   Technology   Program
 2    provisions of Section 2-3.117 of the School Code.
 3        (5)  To work with private industry, community leadership,
 4    parents, students, and departments of State government to put
 5    into place programs whose purpose is to remove the inhibitors
 6    to  learning and align programming with the Illinois Academic
 7    Learning Standards.
 8        Section  20.  Report  to  the  State  Board  and  General
 9    Assembly.  CSA shall report  on  its  responsibilities  under
10    this  Act to the State Board of Education, the House, and the
11    Senate by filing copies of its report with the  Secretary  of
12    the State Board of Education, the Clerk of the House, and the
13    Secretary  of  the  Senate  by January 1, 2000, and each year
14    thereafter.".
