      105 ILCS 110/3            from Ch. 122, par. 863
          Amends the Critical  Health  Problems  and  Comprehensive
      Health Education Act.  Encourages each school board to employ
      or  have  on  its  volunteer staff at least one person who is
      certified, by the American Red  Cross  or  another  qualified
      certifying  agency  approved by the State Board of Education,
      as qualified to  administer  first  aid  and  cardiopulmonary
      resuscitation.   Authorizes school districts to use institute
      or inservice days to conduct training programs  for  teachers
      and  other  school  personnel  who are interested in becoming
      qualified   to   administer   emergency    first    aid    or
      cardiopulmonary resuscitation.  Effective immediately.

 1        AN   ACT  to  amend  the  Critical  Health  Problems  and
 2    Comprehensive Health Education Act by changing Section 3.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section    3.    The   Critical   Health   Problems   and
 6    Comprehensive Health Education Act  is  amended  by  changing
 7    Section 3 as follows:
 8        (105 ILCS 110/3) (from Ch. 122, par. 863)
 9        Sec.  3.  Comprehensive  Health  Education  Program.  The
10    program  established under this Act shall include, but not be
11    limited to, the following major educational areas as a  basis
12    for curricula in all elementary and secondary schools in this
13    State:   human   ecology   and   health,   human  growth  and
14    development,  the  emotional,  psychological,  physiological,
15    hygienic  and  social  responsibilities   of   family   life,
16    including  sexual  abstinence  until marriage, prevention and
17    control of disease, including instruction in grades 6 through
18    12 on the prevention, transmission and spread of AIDS, public
19    and environmental health, consumer health,  safety  education
20    and  disaster  survival,  mental health and illness, personal
21    health habits, alcohol, drug use,  and  abuse  including  the
22    medical and legal ramifications of alcohol, drug, and tobacco
23    use,   abuse   during   pregnancy,  sexual  abstinence  until
24    marriage,   tobacco,   nutrition,    and    dental    health.
25    Notwithstanding  the  above  educational areas, the following
26    areas may also be included as a basis for  curricula  in  all
27    elementary  and  secondary schools in this State: basic first
28    aid  (including,  but   not   limited   to,   cardiopulmonary
29    resuscitation  and  the  Heimlich maneuver), early prevention
30    and detection of cancer, heart disease, diabetes, stroke, and
31    the prevention of child  abuse,  neglect,  and  suicide.  The

 1    school  board  of each public elementary and secondary school
 2    in the State is encouraged to have in its employ, or  on  its
 3    volunteer staff, at least one person who is certified, by the
 4    American  Red Cross or by another qualified certifying agency
 5    approved by the State Board of  Education,  as  qualified  to
 6    administer  first  aid and cardiopulmonary resuscitation.  In
 7    addition,  each  school  board  is  authorized  to   allocate
 8    appropriate  portions  of  its institute or inservice days to
 9    conduct training  programs  for  teachers  and  other  school
10    personnel   who   have  expressed  an  interest  in  becoming
11    qualified   to   administer   emergency    first    aid    or
12    cardiopulmonary  resuscitation.  However,  No  pupil shall be
13    required to take or participate in any  class  or  course  on
14    AIDS  or  family  life  instruction if his parent or guardian
15    submits written objection thereto, and  refusal  to  take  or
16    participate  in the course or program shall not be reason for
17    suspension or expulsion of the pupil.
18        Curricula  developed  under   programs   established   in
19    accordance  with  this  Act  in the major educational area of
20    alcohol and  drug  use  and  abuse  shall  include  classroom
21    instruction  in  grades  5 through 12. The instruction, which
22    shall include matters relating to both the physical and legal
23    effects and ramifications of drug and substance abuse,  shall
24    be integrated into existing curricula; and the State Board of
25    Education  shall develop and make available to all elementary
26    and secondary schools in this State  instructional  materials
27    and guidelines which will assist the schools in incorporating
28    the  instruction into their existing curricula.  In addition,
29    school districts may offer, as  part  of  existing  curricula
30    during  the school day or as part of an after school program,
31    support services and instruction for pupils or  pupils  whose
32    parent, parents, or guardians are chemically dependent.

 1        Section  99.  Effective date.  This Act takes effect upon
 2    becoming law.
