      815 ILCS 505/2EE new
          Amends  the  Consumer  Fraud   and   Deceptive   Business
      Practices  Act.  Provides that it is unlawful to advertise or
      solicit patrons to a gambling establishment without including
      a statement  regarding  obtaining  assistance  with  gambling
      problems  and  including  a  toll-free "800" telephone number
      providing crisis counseling and referral services to  problem
      gamblers.  Effective January 1, 1998.

 1        AN ACT to amend the Consumer Fraud and Deceptive Business
 2    Practices Act by adding Section 2EE.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Consumer  Fraud  and  Deceptive  Business
 6    Practices Act is amended by adding Section 2EE as follows:
 7        (815 ILCS 505/2EE new)
 8        Sec.  2EE.   Gambling  advertising.   It  is  an unlawful
 9    practice for any person, whether the person is in Illinois or
10    not, to send any  advertising  or  solicitation  relating  to
11    gambling  or a gambling establishment to a person in Illinois
12    without including on  the  advertisement  or  solicitation  a
13    statement   regarding   obtaining  assistance  with  gambling
14    problems and including the toll-free "800"  telephone  number
15    maintained  by the Department of Human Services under Section
16    5-20 of the Alcoholism and Other Drug  Abuse  and  Dependency
17    Act.
18        Section  99.   Effective  date.   This  Act  takes effect
19    January 1, 1998.
