      New Act
          Provides that, upon payment of specified consideration to
      the State, the State is authorized to convey title to certain
      land, release easements over certain land, and restore access
      rights to certain land.  Effective immediately.

 1        AN ACT in relation to certain land.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  5.   Upon the payment of the sum of $5,625.00 to
 5    the State of Illinois,  the  easement  for  highway  purposes
 6    acquired  by  the People of the State of Illinois is released
 7    over and through  the  following  described  land  in  Peoria
 8    County, Illinois:
 9    Parcel No. 403D10V
10        Lot  118,  except the Easterly 5 feet of said lot, in the
11        Highlands Subdivision, an  addition  to  the  Village  of
12        Peoria Heights, being in the Northwest quarter of Section
13        27,  Township  9  North,  Range  8  East  of  the  Fourth
14        Principal  Meridian,  Peoria County, Illinois, containing
15        3,750 square feet, more or less, or 0.086  acre  more  or
16        less.
17        It  is  understood  and  agreed that there is no existing
18    right of access nor will access be permitted in the future by
19    the State of Illinois, Department of Transportation, from  or
20    over the premises above described to and from FA Route 49 (US
21    150),  previously declared a freeway, nor will access from or
22    to the parcel be permitted from the adjacent  Vincent  Avenue
23    nor the adjacent alley.
24        Section 10. Upon the payment of the sum of $200.00 to the
25    State of Illinois, the easement for highway purposes acquired
26    by  the  People of the State of Illinois is released over and
27    through  the  following  described  land  in  Peoria  County,
28    Illinois:

30        A tract of land in  part  of  the  Southeast  Quarter  of
31        Section  Twenty  (20)  being in Township Seven (7) North,

 2        being  more particularly described as follows: Commencing
 3        at the Southwest corner of the Southeast Quarter of  said
 4        Section 20; thence South 88 Degrees 33 Minutes 48 Seconds
 5        East,  along  the  South line of the Southeast Quarter of
 6        said Section 20, 285.05 feet to the Point of Beginning of
 7        the tract to be described: From the Point  of  Beginning,
 8        thence North 76 Degrees 03 Minutes 42 Seconds East, 76.05
 9        feet; thence South 03 Degrees 50 Minutes 19 Seconds East,
10        20.25  feet to a point on the South line of the Southeast
11        Quarter of said Section 20; thence North  88  Degrees  33
12        Minutes  48  Seconds  West  along  the  South line of the
13        Southeast Quarter of said Section 20, 75.19 feet  to  the
14        Point  of  Beginning,  continuing  758 square feet (0.017
15        acre) more or less.
16        It is understood and agreed that  there  is  no  existing
17    right of access nor will access be permitted in the future by
18    the  State of Illinois, Department of Transportation, from or
19    over the premises above described to and from FA  Route  317,
20    (US 24), previously declared a freeway at this location.
21        Section  15.  Upon the payment of the sum of $2,600.00 to
22    the State of Illinois, the Secretary  of  the  Department  of
23    Transportation  is authorized to convey by quitclaim deed all
24    right, title, and interest in and to the following  described
25    land in Macoupin County, Illinois to Fae McWard:

27        A  part  of  the  South  Half  of Section 20, Township 11
28        North, Range 8 West, of  the  Third  Principal  Meridian,
29        Macoupin   County,   Illinois,   described   as  follows:
30        Commencing at a stone at the South Quarter corner of said
31        Section 20 thence North 89 degrees 48 minutes 45  seconds
32        West  along the South line of said Section 20, a distance
33        of 167.91 feet to  the  Point  of  Beginning,  being  the

22        And  further; upon the payment of the sum in this Section
23    to the State of Illinois, the scenic easement acquired by the
24    People of the State of Illinois is released over and  through
25    the following described land in Macoupin County, Illinois:

27        A  part  of  the  South  Half  of Section 20, Township 11
28        North, Range 8 West, of  the  Third  Principal  Meridian,
29        Macoupin   County,   Illinois,   described   as  follows:
30        Commencing at a stone at the South Quarter corner of said

32        West  along the South line of said Section 20, 46.60 feet
33        to the point of beginning.  From said Point of  Beginning
34        continue  North  89  degrees  48  minutes 45 seconds West

 6        the  northerly  line  of  said rest area 193.00 feet to a
 7        point on the easterly right of way line of F.A. Route 608

22    amount set forth in this Section, the rights or easements  of
23    access,  crossing,  light,  air  and  view  to  and  from the

25    restored  subject  to  permit  requirements  of  the State of
26    Illinois, Department of Transportation:

31        The release of access rights for freeway mentioned herein

14        Meridian,   Whiteside   County,  Illinois,  described  as

17        thence  Westerly  on  the  North Line of said Section 18,
18        said line having a bearing of South 89 degrees 32 minutes
19        26 seconds West, a distance of 333.93 feet to  the  Point
20        of Beginning of the hereinafter described parcel of land;

 8        A part of Lot 1 of U.S. Survey 430, Claim 339, Township 1
 9        North, Range 10 West of the Third Principal Meridian, St.
10        Clair County, Illinois, more  particularly  described  as
11        follows:
12        Commencing  at an iron pin set at the intersection of the
13        northeasterly right of way line of a strip  of  land  100
14        feet  in  width,  formerly the Missouri Pacific Railroad,
15        with the southwesterly line of Lot 6 in U.S. Survey  430,
16        Claim  339; thence South 38 degrees 20 minutes 10 seconds
17        East along said northeasterly right of way line  of  said
18        railroad, 93.85 feet to the Point of Beginning. From said

12    Church.

 8        Section  35.   In  consideration  of an intergovernmental
 9    agreement between the Illinois Department  of  Transportation
10    and  the City of Mattoon signed and executed on June 22, 1995
11    the Secretary of the Department of Transportation  is  hereby
12    authorized to convey by quitclaim deed to the City of Mattoon
13    all  right,  title,  and  interest  in  and  to the following
14    described land in Coles County, Illinois:
15    Parcel No.5X00517 (1):
16        Part  of  the  Northeast  Quarter  (NE  1/4)  of  Section
17        Seventeen (17), Township Twelve (12) North,  Range  Eight
18        (8)  East  of the Third Principal Meridian, lying between
19        the south right-of-way line of the C.C.C. and  St.  Louis
20        Railway   Company  right-of-way  and  the  centerline  of
21        Illinois State Highway Federal Aid Route 17 (now known as
22        IL. Route 16) more particularly described as follows:

24        intersection of the south right-of-way line of the former

21    date, the appropriate Section or Sections containing the land
22    descriptions of  property  to  be  transferred  or  otherwise
23    affected, and this Section within 60 days after its effective
24    date  and, upon receipt of payment required by the Section or
25    Sections, if  any  payment  is  required,  shall  record  the
26    certified  document in the Recorder's Office in the county in
27    which the land is located.
28        Section 999.  Effective date.  This Act takes effect upon
29    becoming law.
