 1                     AMENDMENT TO HOUSE BILL 923
 2        AMENDMENT NO.     .  Amend House Bill 923 on page  1,  by
 3    replacing lines 1 and 2 with the following:
 4        "AN ACT relating to membership on the governing boards of
 5    public universities."; and
 6    on page 2, by inserting below line 31 the following:
 7        "Section 10.  The Southern Illinois University Management
 8    Act is amended by changing Sections 2 and 5 as follows:
 9        (110 ILCS 520/2) (from Ch. 144, par. 652)
10        Sec. 2. The Board shall consist of 7 members appointed by
11    the  Governor,  by  and  with  the  advice and consent of the
12    Senate, the Superintendent  of  Public  Instruction,  or  his
13    chief  assistant  for  liaison  with  higher  education  when
14    designated to serve in his place, ex-officio, and 2 nonvoting
15    student  members  each  to  be  selected  by  the  respective
16    campuses of Southern Illinois University at Carbondale and at
17    Edwardsville.  The  method of selecting these student members
18    shall be determined by campus-wide  student  referendum.  The
19    student  members  shall  serve terms of one year beginning on
20    July  1  of  each  year,  except  that  the  student  members
21    initially selected shall serve a term beginning on  the  date

 1    of  such  selection  and expiring on the next succeeding June
 2    30. No more than 4 of the members appointed by  the  Governor
 3    shall  be  affiliated with the same political party. Upon the
 4    expiration of the terms of members appointed by the Governor,
 5    their respective successors shall be appointed for terms of 6
 6    years from the third Monday in January of  each  odd-numbered
 7    year  and until their respective successors are appointed for
 8    like terms. If the Senate  is  not  in  session  appointments
 9    shall be made as in the case of vacancies.

13    secret ballot from their own  number  a  chairman  who  shall
14    preside over meetings of the Board and a secretary.
15        Meetings  of  the  Board shall be held at least once each
16    quarter on a campus of Southern Illinois University.  At  all
17    regular  meetings of the Board, a majority of its voting four
18    members shall constitute  a  quorum.  The  nonvoting  student
19    members  shall  have  all  of  the  privileges of membership,
20    including the right to make and second motions and to  attend
21    executive  sessions,  except  that  only  one student member,
22    designated by the  Governor  at  the  Governor's  discretion,
23    shall  have  other  than  the  right  to vote.  The nonvoting
24    student member, but they shall not  be  considered  a  member
25    members  for  the  purpose  of  determining  a  quorum at any
26    meeting of the Board or any of its committees. No  action  of
27    the  Board shall be invalidated by reason of any vacancies on
28    the Board, or by reason of any failure to select a  nonvoting
29    student member.
30        Special  meetings  of  the  Board  may  be  called by the
31    chairman of the Board or by any 3 members of the Board.

 2    by changing Sections 5-15 and 5-25 as follows:

 4        Sec.  5-15.  Membership;  terms;  vacancies.   The  Board
 5    shall  consist  of 7 voting members appointed by the Governor
 6    by and with the advice and consent of  the  Senate,  and  one
 7    voting  nonvoting  member  who  is a student at Chicago State
 8    University.  The method of selecting the student member shall
 9    be determined  by  a  campus-wide  student  referendum.   The
10    student  member  shall  serve a term of one year beginning on
11    July 1 of each year, except that the student member initially
12    selected shall serve a term beginning on the date of  his  or
13    her selection and expiring on the next succeeding June 30. Of
14    the  members  first  appointed  by  the  Governor, 4 shall be
15    appointed for terms to expire on the third Monday in January,
16    1999, and 3 shall be appointed for terms  to  expire  on  the

23    remainder of their respective terms.  No more than 4  of  the
24    members  appointed  by  the Governor shall be affiliated with
25    the same political party. Upon the expiration of the terms of
26    members  appointed  by   the   Governor,   their   respective
27    successors  shall  be appointed for terms of 6 years from the
28    third Monday in January of each odd-numbered year  and  until
29    their respective successors are appointed for like terms.
