      415 ILCS 20/9 new
          Amends the Illinois Solid Waste Management Act to  direct
      the  Department of Commerce and Community Affairs to create a
      two-year  pilot  program  to  make  grants   and   loans   to
      individuals  and  small businesses to encourage recycling and
      waste reduction. Gives priority to proposals that will create
      businesses in enterprise zones. Effective immediately.

 1        AN ACT to amend the Illinois Solid Waste  Management  Act
 2    by adding Section 9.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Illinois Solid Waste  Management  Act  is
 6    amended by adding Section 9 as follows:
 7        (415 ILCS 20/9 new)
 8        Sec.  9.  Market development pilot program.  On or before
 9    March 1, 1998, the Department shall create a  two-year  pilot
10    program  that  invites  individuals  and  small businesses to
11    submit proposals to develop secondary materials manufacturing
12    enterprises that reuse  or  remanufacture  material  that  is
13    collected  in municipal and business recycling programs.  The
14    Department shall provide financial  assistance  to  the  most
15    viable  proposals,  in  the  form  of  low  interest loans or
16    training grants, not to exceed a total of $50,000 for any one
17    proposal.  The terms of the loan or grant shall be determined
18    by the Department.
19        The Department shall give priority to proposals that will
20    create businesses in enterprise zones.   In  determining  the
21    most  viable  proposals,  the  Department may consider, among
22    other  things,  the  nature  of  the  business,  capital  and
23    training needs, program budget constraints, and the type  and
24    amount  of material that will be diverted from waste disposal
25    facilities.
26        The  Department  shall  hold  at  least  2  informational
27    meetings in the State to  publicize  the  existence  of  this
28    financial  assistance  program  and  shall  provide technical
29    assistance to potential responders desiring that  assistance.
30    At  the conclusion of the pilot program, the Department shall
31    submit a  report  to  the  General  Assembly  describing  the

 1    results  of  the  program,  along  with    recommendations on
 2    measures that  the  State  can  undertake  to  stimulate  the
 3    development of recycling ventures and markets.
 4        Section  99.  Effective  date. This Act takes effect upon
 5    becoming law.
