Sec. 3.
The Department of Public Health shall determine methods which may
be used safely and effectively in an emergency by laymen to remove food
lodged in a person's throat and shall by regulation publish approved methods.
Such methods shall be limited to first-aid procedures and shall include
techniques to be employed without the use of instruments or devices.
