1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
527-20.08 as follows:
 
6    (105 ILCS 5/27-20.08 new)
7    Sec. 27-20.08. Media literacy.
8    (a) In this Section, "media literacy" means the ability to
9access, analyze, evaluate, create, and communicate using a
10variety of objective forms, including, but not limited to,
11print, visual, audio, interactive, and digital texts.
12    (b) Beginning with the 2022-2023 school year, every public
13high school shall include in its curriculum a unit of
14instruction on media literacy. The unit of instruction shall
15include, but is not limited to, all of the following topics:
16        (1) Accessing information: Evaluating multiple media
17    platforms to better understand the general landscape and
18    economics of the platforms, as well as issues regarding
19    the trustworthiness of the source of information.
20        (2) Analyzing and evaluating media messages:
21    Deconstructing media representations according to the
22    authors, target audience, techniques, agenda setting,
23    stereotypes, and authenticity to distinguish fact from

1    opinion.
2        (3) Creating media: Conveying a coherent message using
3    multimodal practices to a specific target audience. This
4    may include, but is not limited to, writing blogs,
5    composing songs, designing video games, producing
6    podcasts, making videos, or coding a mobile or software
7    application.
8        (4) Reflecting on media consumption: Assessing how
9    media affects the consumption of information and how it
10    triggers emotions and behavior.
11        (5) Social responsibility and civics: Suggesting a
12    plan of action in the class, school, or community to
13    engage others in a respectful, thoughtful, and inclusive
14    dialogue over a specific issue using facts and reason.
15    (c) The State Board of Education shall determine how to
16prepare and make available instructional resources and
17professional learning opportunities for educators that may be
18used for the development of a unit of instruction under this
19Section.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
