SENATE RESOLUTION

 
2     WHEREAS, Pursuant to House Resolution 147, the Department
3 of Public Health, in conjunction with the State Board of
4 Education, has conducted a sugar consumption study to determine
5 the effect of sugar consumption on the overall health of school
6 children; and
 
7     WHEREAS, The January 2004 study, which reviewed the
8 literature on the relationships between increased sugar
9 consumption in children's diets and health outcomes, found no
10 clear, direct link between cavities and modest school-age
11 consumption of sugared soft drinks; and
 
12     WHEREAS, As a result of such lack of data, the Department
13 of Public Health is currently conducting a statewide survey to
14 collect current cavities' data; and
 
15     WHEREAS, The study has found that an inactive lifestyle and
16 sedentary behavior is troubling and has a deleterious effect on
17 childhood obesity and its health-related consequences; and
 
18     WHEREAS, the Department of Public Health's report on sugar
19 consumption stated a suggestion to "create a Nutritional
20 Advisory Committee to recommend state-wide school standards
21 for nutrition including formulating a state-wide policy on
22 vending machines in all schools"; therefore, be it
 
23     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
24 ASSEMBLY OF THE STATE OF ILLINOIS, that we recommend the
25 creation of the Nutrition Advisory Committee, to be made up of
26 15 members as follows: the President of the Senate or designee,
27 the Minority Leader of the Senate or designee, the Speaker of
28 the House or designee, the Minority Leader of the House or
29 designee, the Director of Public Health or designee, and the
30 State Superintendent of Education or designee; and the

1 following appointed by the Governor: 2 representatives of the
2 soft drink industry, 2 representatives of the non-beverage
3 snack food industry, one representative of the Illinois State
4 Dental Society, one licensed dietician who works with
5 school-age children, one physical education instructor who
6 works with school-age children, one representative of the
7 Illinois Coaches Association, and one member of the Illinois
8 Association of School Boards; and be it further
 
9     RESOLVED, That Committee members shall serve without
10 compensation but shall be reimbursed for their reasonable and
11 necessary expenses from funds appropriated for that purpose,
12 that the Committee shall meet initially at the joint call of
13 the 4 legislative leaders, that the Committee shall select one
14 member as chairperson at its initial meeting and thereafter
15 meet at the call of the chairperson, that the Committee shall
16 receive the assistance of staff of the Department of Public
17 Health, and that the Committee shall report its findings and
18 recommendations concerning school standards for nutrition to
19 the General Assembly on or before September 1, 2005; and be it
20 further
 
21     RESOLVED, That suitable copies of this resolution be
22 delivered to the Speaker of the House, the Minority Leader of
23 the House, the Director of Public Health, the State
24 Superintendent of Education, and the Governor.
