HOUSE RESOLUTION

WHEREAS, The members of the House of Representatives of the State of Illinois are pleased to congratulate Walter D. Clark of Normal on the occasion of his retirement as Chief of Police of Normal; and

WHEREAS, Mr. Clark attended the University of Illinois at Springfield, where he received a B.A. in social justice in 1977; he went on to do graduate studies at the University of Virginia and is a graduate of the National F.B.I. Academy; he has continued his education by participating in various schools, seminars, and receiving training in management and public safety; he is a Certified Police Chief through the Illinois Association of Chiefs of Police; and

WHEREAS, Mr. Clark began his career in law enforcement as a patrol officer with the Normal Police Department in 1971; he served in many capacities through the years, including as a Detective/Investigator; Executive Aide to the Chief; Sergeant, Patrol Shift Supervisor; Sergeant, Administrative Services Supervisor; Lieutenant, Patrol Shift; Lieutenant, Det. Division Commander; Lieutenant, Supp. Services Coordinator; Assistant Chief of Support Services; Assistant Chief of Operations; and finally becoming Chief of Police in 1995; and

WHEREAS, Mr. Clark is a member of many professional and civic organizations including the Illinois/International Association of Chiefs of Police, the F.B.I. National Academy Associates of Illinois where he was past president of the Southern Division, McLean County Crimestoppers where he was a past Police Coordinator, Countering Domestic and Sexual Violence Advisory Board, the Normal Lions Club where he was a past president, the Normal Employees Assistance Program Committee Chairman, and the Normal Employee Credit Union where he was a past president, and he has served as a guest speaker at Illinois State University, Lincoln College, and local high schools; and

WHEREAS, Mr. Clark valiantly served his country as a member of the U.S. Navy Recruiting Service in Washington, D.C. from 1963 to 1967; prior to serving with the Normal Police Department, he worked in the grocery industry as an assistant manager, store manager, and district manager; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Walter D. Clark on the occasion of his retirement as Chief of Police of Normal, and we thank him for his many years of service devoted to the safety of the citizens of Normal; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Walter D. Clark as an expression of our respect and esteem and with best wishes for a relaxing retirement.
