SYNOPSIS AS INTRODUCED:
 
5 ILCS 420/1-109  from Ch. 127, par. 601-109
5 ILCS 420/2-101  from Ch. 127, par. 602-101

    Amends the Illinois Governmental Ethics Act. Provides limitations concerning lobbying by a member of the General Assembly or his or her spouse or any immediate family member living with that member of the General Assembly. Expands the definition of "lobbying" for purposes of the Act. Makes conforming changes. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Governmental Ethics Act is amended
5by changing Sections 1-109 and 2-101 as follows:
 
6    (5 ILCS 420/1-109)  (from Ch. 127, par. 601-109)
7    Sec. 1-109. "Lobbying" means: (1) promoting or opposing in
8any manner the passage by the General Assembly of any
9legislative matter affecting the interests of any individual,
10association or corporation as distinct from those of the
11people of the State as a whole; (2) any communication with an
12official of the executive or legislative branch of State
13government, as defined under subsection (c) of Section 2 of
14the Lobbyist Registration Act, for the ultimate purpose of
15influencing any executive, legislative, or administrative
16action; or (3) any communication with an official of a unit of
17local government for the ultimate purpose of influencing any
18official action of the unit of local government.

21    Sec. 2-101. No member of the General Assembly, his or her
22spouse, or any immediate family member living with that member

1of the General Assembly legislator may engage in lobbying, as
2that term is defined in Section 1-109, if he or she accepts
3compensation specifically attributable to such lobbying, other
4than that provided by law for members of the General Assembly.
5Nothing in this Section prohibits a member of the General
6Assembly, his or her spouse, or any immediate family member
7living with that member of the General Assembly legislator
8from lobbying without compensation or lobbying as part of his
9or her official duties as a member of the General Assembly.
10    A violation of this Section shall constitute a Class 3
11felony A misdemeanor.

13    Section 99. Effective date. This Act takes effect upon
14becoming law.
