1     AN ACT concerning animals.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Humane Care for Animals Act is amended by
5 adding Section 7.3 as follows:

6     (510 ILCS 70/7.3 new)
7     Sec. 7.3. Leading animal from motor vehicle.
8     (a) No person shall lead or tether a companion animal from
9 a moving motor vehicle (with the exception of an all-terrain
10 vehicle or golf cart) or any device attached thereto.
11     (b) For purposes of this Section:
12     "Lead" means to confine by a leash or other device that is
13 controlled by a person, and that fits on the animal's body and
14 limits the animal's movements.
15     "Tether" means to confine by a leash or other device that
16 is attached to a fixed object, and that fits on the animal's
17 body and limits the animal's movements.

18     Section 10. The Illinois Vehicle Code is amended by adding
19 Section 11-1433 as follows:

20     (625 ILCS 5/11-1433 new)
21     Sec. 11-1433. Leading animal from motor vehicle.
