| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Complete Count Commission Act is | 5 | | amended by changing Sections 5, 15, 20, and 25 as follows: | 6 | | (20 ILCS 5100/5) | 7 | | (Section scheduled to be repealed on June 30, 2021)
| 8 | | Sec. 5. Commission; members; meetings. | 9 | | (a) The Illinois Complete Count Commission is created, | 10 | | which shall consist of the following members: | 11 | | (1) the President of the Senate or his or her designee; | 12 | | (2) the Speaker of the House of Representatives or his | 13 | | or her designee; | 14 | | (3) the Minority Leader of the Senate or his or her | 15 | | designee; | 16 | | (4) the Minority Leader of the House of Representatives | 17 | | or his or her designee; | 18 | | (5) the Mayor of Chicago or his or her designee; | 19 | | (6) the Governor or his or her designee; | 20 | | (6.5) the Lieutenant Governor or his or her designee; | 21 | | (7) the Secretary of State or his or her designee; | 22 | | (8) the President of the Cook County Board or his or | 23 | | her designee; |

| 1 | | (9) three individuals representing units of local | 2 | | government outside of the City of Chicago, reflecting the | 3 | | geographic diversity of the State, appointed by the | 4 | | Secretary of State; | 5 | | (10) four individuals representing units of local | 6 | | government outside of the City of Chicago, reflecting the | 7 | | geographic diversity of the State, appointed by the | 8 | | Governor; | 9 | | (11) one representative each from four different | 10 | | organizations representing the interests of minorities in | 11 | | the State appointed by the Secretary of State; and | 12 | | (12) one representative each from three different | 13 | | organizations representing the interests of business in | 14 | | the State, including one organization representing | 15 | | minority business interests appointed by the Governor.
| 16 | | (b) Members shall serve at the pleasure of their respective | 17 | | appointing official and vacancies shall be filled in the same | 18 | | manner as the initial appointment. Members serving on the | 19 | | Commission on the effective date of this amendatory Act of the | 20 | | 101st General Assembly may be reappointed as members for | 21 | | consecutive decennial census terms. Any vacancies occurring on | 22 | | or after the effective date of this amendatory Act of the 101st | 23 | | General Assembly may be filled by the Lieutenant Governor. | 24 | | (c) The Lieutenant Governor Secretary of State shall serve | 25 | | as chairperson of the Commission. The Commission shall meet at | 26 | | the call of the chair or upon request of any 10 members of the |

Duties. | 6 | | (a) The Commission shall develop, recommend, and assist in | 7 | | the administration of a census outreach strategy to encourage | 8 | | full participation in the 2020 federal decennial census of | 9 | | population required by Section 141 of Title 13 of the United | 10 | | States Code. | 11 | | (b) The census outreach strategy shall include, but not be | 12 | | limited to, State agency initiatives to encourage | 13 | | participation in the 2020 Census, the establishment and support | 14 | | of school-based outreach programs, partnerships with | 15 | | non-profit community-based organizations, and a multi-lingual, | 16 | | multi-media campaign designed to ensure an accurate and | 17 | | complete count of Illinois' population. | 18 | | (b-5) The census outreach strategy shall have a strategic | 19 | | focus on addressing hard to count and underserved communities | 20 | | that the census historically overlooks, including, but not | 21 | | limited to, communities of color, urban and rural low-income | 22 | | households, immigrants, populations with language barriers, | 23 | | homeless persons, senior citizens, veterans, and young | 24 | | children. | 25 | | (c) To assist in carrying out its duties, the Commission |

| 1 | | may create and appoint subcommittees as it deems appropriate | 2 | | and shall solicit participation from relevant experts and | 3 | | practitioners involved in census issues.

| 7 | | Sec. 20. Coordination; support. | 8 | | (a) The Illinois Complete Count Commission outreach | 9 | | strategy shall be coordinated through the Office of the | 10 | | Lieutenant Governor Secretary of State which shall provide | 11 | | administrative support to the Commission and coordinate with | 12 | | all State agencies and constitutional officers, as well as | 13 | | units of local government, to identify effective methods of | 14 | | outreach to Illinoisans and to provide resources to ensure the | 15 | | outreach program is successful and that all Illinoisans are | 16 | | counted. | 17 | | (a-5) The Commission shall work with local cities, | 18 | | municipalities, villages, and townships to encourage them to | 19 | | form their own Complete Count Committees. These Committees | 20 | | shall be established by either resolution or proclamation to | 21 | | work in conjunction with the Commission established under this | 22 | | Act. It is the Commission's goal for every District in the | 23 | | General Assembly to form, fund, and appoint members to each | 24 | | local Committee. Local Committees shall work with the | 25 | | Commission to design and implement census outreach strategy |

| 1 | | efforts in their perspective areas. | 2 | | (a-10) The Commission shall establish relationships with | 3 | | independent organizations, such as nonprofit organizations, | 4 | | community organizations, local and statewide businesses, | 5 | | elementary and secondary schools, institutions of higher | 6 | | education, and congregations, in each District of the General | 7 | | Assembly to encourage and assist them to create Complete Count | 8 | | Committees. The Commission may accept financial support from | 9 | | nonprofit organizations and charitable foundations, including | 10 | | corporate charitable foundations. | 11 | | (b) All State agencies shall inform the Office of the | 12 | | Lieutenant Governor Secretary of State of their designated | 13 | | census coordinator and cooperate with the Commission and | 14 | | provide support to the Commission. For the purposes of this | 15 | | Section, "State agencies" means any executive agency or | 16 | | department directly responsible to the Governor. Other | 17 | | entities of State government, including other constitutional | 18 | | officers, the offices of the legislative and judicial branches, | 19 | | and units of local government shall cooperate and provide all | 20 | | reasonable assistance to the Commission.

| 24 | | Sec. 25. Reports. The Commission shall submit an interim | 25 | | report to the General Assembly by November 30, 2018, containing |

| 1 | | its recommended outreach strategy to encourage full | 2 | | participation and to avoid an undercount in the 2020 Census; | 3 | | thereafter, the Commission, through reports and presentations, | 4 | | shall advise the Governor and General Assembly not less than | 5 | | quarterly on its work. Six months prior to the decennial | 6 | | census, the Commission shall advise the Governor and the | 7 | | General Assembly on a monthly basis. The the Commission shall | 8 | | submit a its final report to the General Assembly no later than | 9 | | January 1, 2020 June 30, 2019 , specifying its recommended | 10 | | outreach strategy for implementation for the 2020 Census. The | 11 | | Commission shall submit a final report to the General Assembly | 12 | | no later than December 31, 2020 detailing the work of the | 13 | | Commission concerning outreach, promotion, and community | 14 | | support during the 2020 calendar year.
| 15 | | Post-decennial census activities shall include, but not be | 16 | | limited to, a report prepared by the Commission to be received | 17 | | and filed by the General Assembly detailing the Commission's | 18 | | efforts for the 2020 Census, including the background on the | 19 | | State's population at the time, targeted populations, | 20 | | description of Commission members and subcommittees, the | 21 | | State's overall efforts, partnerships, materials distributed, | 22 | | and decennial-specific Census results for Illinois. Such | 23 | | record-keeping will enrich the State's historical archive and | 24 | | assist future Commission efforts. | 25 | | (Source: P.A. 100-390, eff. 8-25-17.)
