SYNOPSIS AS INTRODUCED:
 
ILCON Art. IX, Sec. 12 new

    Proposes to amend the Revenue Article of the Illinois Constitution. Provides that the General Assembly shall prohibit increases in the assessed value, for school district levy purposes, of homestead property owned and occupied by a person who: (i) has attained age 65; and (ii) has held legal or equitable title to the property and maintained permanent residence thereon for at least 25 years. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Article IX of the
9Illinois Constitution by adding Section 12 as follows:

13SECTION 12. Assessment limitation for school district levy
14purposes for certain persons who have attained age 65. The
15General Assembly shall, by law, prohibit increases in the
16assessed value, for school district levy purposes, of homestead
17property owned and occupied by a person who:
18        (1) has attained age 65; and
19        (2) has held legal or equitable title to the property
20    and maintained permanent residence thereon for at least 25
21    years.

1    This Constitutional Amendment takes effect upon being
2declared adopted in accordance with Section 7 of the Illinois
3Constitutional Amendment Act.
