1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by renumbering and
5changing Section 27-23.11, as added by Public Act 100-1139, as
6follows:
 
7    (105 ILCS 5/27-23.12)
8    Sec. 27-23.12 27-23.11. Emotional Intelligence and Social
9and Emotional Learning Task Force. The Emotional Intelligence
10and Social and Emotional Learning Task Force is created to
11develop curriculum and assessment guidelines and best
12practices on emotional intelligence and social and emotional
13learning, including strategies and instruction to address the
14needs of students with anger management issues. The Task Force
15shall consist of the State Superintendent of Education or his
16or her designee and all of the following members, appointed by
17the State Superintendent:
18        (1) A representative of a school district organized
19    under Article 34 of this Code.
20        (2) A representative of a statewide organization
21    representing school boards.
22        (3) A representative of a statewide organization
23    representing individuals holding professional educator

1    licenses with school support personnel endorsements under
2    Article 21B of this Code, including school social workers,
3    school psychologists, and school nurses.
4        (4) A representative of a statewide organization
5    representing children's mental health experts.
6        (5) A representative of a statewide organization
7    representing school principals.
8        (6) An employee of a school under Article 13A of this
9    Code.
10        (7) A school psychologist employed by a school district
11    in Cook County.
12        (8) Representatives of other appropriate State
13    agencies, as determined by the State Superintendent.
14    Members appointed by the State Superintendent shall serve
15without compensation but shall be reimbursed for their
16reasonable and necessary expenses from funds appropriated to
17the State Board of Education for that purpose, including
18travel, subject to the rules of the appropriate travel control
19board. The Task Force shall meet at the call of the State
20Superintendent. The State Board of Education shall provide
21administrative and other support to the Task Force.
22    The Task Force shall develop age-appropriate, emotional
23intelligence and social and emotional learning curriculum and
24assessment guidelines and best practices for elementary
25schools and high schools. The guidelines shall, at a minimum,
26include teaching how to recognize, direct, and positively

1express emotions. The Task Force must also make recommendations
2on the funding of appropriate services and the availability of
3sources of funding, including, but not limited to, federal
4funding, to address social and emotional learning. The Task
5Force shall complete the guidelines and recommendations on or
6before March 1, 2020 January 1, 2019. Upon completion of the
7guidelines and recommendations the Task Force is dissolved.
