1    AN ACT concerning State government.
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4    Section 5. The Children and Family Services Act is amended
5by adding Section 5f as follows:
6    (20 ILCS 505/5f new)
7    Sec. 5f. Payment rate increases for reimbursable services.
8    (a) For State Fiscal Year 2019, the Department shall
9increase reimbursement rates payable to each foster parent and
10to each private agency with a purchase of service contract or
11grant from the Department to an amount that equals the sum of
12all increases in general inflation during State Fiscal Years
132009 through 2018 as determined by the Consumer Price Index as
14published by the Bureau of Labor Statistics of the U.S.
15Department of Labor, less any rate increases previously
16provided by the Department. The contractual and grant services
17eligible for increased reimbursement rates under this Section
18include the following:
19        (1) Residential services, including child care
20    institution, group home care, independent living services,
21    or transitional living services.
22        (2) Specialized, adolescent, treatment, or other
23    non-traditional or Home-of-Relative foster care.

1        (3) Traditional or Home-of-Relative foster care.
2        (4) Intact family services.
3        (5) Teen parenting services.
4        (6) Other supportive service grants or contracts.
5    (b) Beginning in State Fiscal Year 2020, and for every
6State Fiscal Year thereafter, the Department shall implement
7the rate reimbursement methodology outlined in 89 Ill. Adm.
8Code 356.5(f) when calculating and determining the payment
9rates for private agencies that contract with the Department to
10provide any of the services enumerated in 89 Ill. Adm. Code
11356.5(f) and in paragraph (1) of subsection (a) of this
12Section. Payment rates calculated and determined as provided in
13this Section shall include an amount equal to any increase in
14general inflation as determined by the Consumer Price Index.
15    For services listed under paragraphs (2) through (6) of
16subsection (a), the Department shall establish a rate model
17based upon staffing and service expectations for each type of
18care within 9 months of the start of State Fiscal Year 2019.
19For State Fiscal Year 2020 and for every State Fiscal Year
20thereafter, the rate shall be adjusted to an amount equal to
21any increase in general inflation as determined by the Consumer
22Price Index.
23    The Department shall increase each foster parent rate each
24year by an amount equal to any increase in general inflation as
25determined by the Consumer Price Index.
26    Section 99. Effective date. This Act takes effect upon
