HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Colonel JoAnn D. Johnson
4on the occasion of her retirement from the Illinois State
5Police (ISP); and
 
6    WHEREAS, Col. Johnson has served with the ISP for over 28
7years; she was promoted to the rank of Colonel on November 1,
82016, becoming the first African American woman to reach the
9rank of Colonel; and
 
10    WHEREAS, Col. Johnson began her law enforcement career as a
11trooper with the ISP in 1989; she has worked patrol, general
12criminal investigations, and narcotics investigations in the
13Chicago area, where she was promoted to the rank of Sergeant;
14she served under the Director's Office as an Investigative
15Sergeant in the department's Office of Equal Employment
16Opportunity before being promoted to the rank of Master
17Sergeant, Investigative Squad leader; in 2008, she was promoted
18to the rank of Lieutenant, Division of Operations District 15
19Patrol; and
 
20    WHEREAS, In 2010, Col. Johnson relocated to Springfield and
21accepted a position as Lieutenant, Special Projects Officer at
22the Illinois State Police Training Academy, ultimately being

1assigned as the Educational Services Bureau Chief; she is a
2Senior National Instructor for Fair and Impartial Policing,
3LLC.; she is a certified facilitator with FranklinCovey for The
47 Habits for Law Enforcement, The Nobility of Policing, Leading
5at the Speed of Trust, and Diversity Centered Leadership; and
 
6    WHEREAS, In 2012, Col. Johnson accepted a position under
7the Director's Office as Chief of the Office of Equal
8Employment Opportunity, where she served until 2013; in 2013,
9she was appointed to Lieutenant Colonel in the Division of
10Internal Investigation; she was promoted to Colonel in November
11of 2016; and
 
12    WHEREAS, In 2014, Col. Johnson was appointed to serve as a
13law enforcement representative on the Governor's Racial
14Profiling Prevention and Data Oversight Board, where she
15continues to serve; and
 
16    WHEREAS, Col. Johnson is a graduate of the Northwestern
17School of Police Staff and Command, Class #282 and the Illinois
18Law Enforcement Training and Standards Board Executive
19Institute Police Executive Role in the 21st Century; she holds
20a Bachelor of Science in Administration of Justice from
21Southern Illinois University and a Master of Arts in
22Organizational Leadership from Lewis University in Romeoville;

1    WHEREAS, Col. Johnson married Richard Johnson in 2013 and
2together they have two daughters; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5congratulate Colonel JoAnn D. Johnson on her retirement from
6the Illinois State Police, thank her for her service to the
7State of Illinois, and wish her the best in all her future
8endeavors; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Col. Johnson as an expression of our esteem and
11respect.
