HOUSE RESOLUTION

 
2    WHEREAS, The National Right-to-Carry Reciprocity Act is
3proposed legislation, currently pending before Congress, that
4would allow any person with a valid state-issued concealed
5firearm permit to carry a concealed firearm in any other state
6that issues concealed firearm permits, or that does not
7prohibit the carrying of concealed firearms for lawful
8purposes; and
 
9    WHEREAS, The National Right-to-Carry Reciprocity Act
10passed the United States House of Representatives in 2011 by a
11vote of 272-154, and the bill has been reintroduced this year
12in the United States Senate; and
 
13    WHEREAS, Interstate reciprocity will protect the right to
14self-defense by providing law-abiding people with the ability
15to protect themselves not only in their home states, but
16anywhere they travel where concealed carry is legal; and
 
17    WHEREAS, The Attorneys General of 22 states and the
18territory of Guam recently wrote a letter of support for the
19National Right-to-Carry Reciprocity Act urging the United
20States Senate to pass the bill; and
 
21    WHEREAS, Every state except Illinois currently either

1issues concealed carry permits or otherwise authorizes
2law-abiding people to carry firearms outside the home for
3self-defense; and
 
4    WHEREAS, Those states that currently have laws recognizing
5out-of-state concealed carry permits have found that people
6carrying concealed handguns under those laws have done so
7without any unusual problems; and
 
8    WHEREAS, Those states that currently have laws recognizing
9out-of-state concealed carry permits have found that law
10enforcement agencies have been able to authenticate
11out-of-state permits promptly; and
 
12    WHEREAS, Despite the popular support in Illinois for
13concealed carry and interstate reciprocity, and the
14overwhelmingly positive experiences of other states that
15currently recognize out-of-state concealed carry permits, the
16Illinois Attorney General recently wrote a letter to the
17Majority and Minority Leaders of the United States Senate
18urging them and their caucuses to oppose passage of the
19National Right-to-Carry Reciprocity Act; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
21NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22we urge Congress to enact the National Right-to-Carry

1Reciprocity Act in order to help protect law-abiding people's
2right to self-defense; and be it further
 
3    RESOLVED, That we oppose the Attorney General's
4unwarranted action in opposition to the National
5Right-to-Carry Reciprocity Act; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7delivered to the Illinois Attorney General, to the House
8Majority Leader and House Minority Leader of the United States
9Senate, and to each member of the Illinois congressional
10delegation.
