SYNOPSIS AS INTRODUCED:

30 ILCS 500/45-85 new

Amends the Illinois Procurement Code. Provides that, when a public contract is to be awarded to the lowest responsible bidder, a bidder who is a qualified Illinois employer shall be given a preference over a bidder who is not a qualified Illinois employer. Defines "qualified Illinois employer" as a bidder at least 90% of whose employees are residents of Illinois.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Procurement Code is amended by adding Section 45-85 as follows:

Sec. 45-85. Illinois resident employees. When a public contract is to be awarded to the lowest responsible bidder, a bidder who is a qualified Illinois employer shall be given a preference over a bidder who is not a qualified Illinois employer. As used in this Section, "qualified Illinois employer" means a bidder at least 90% of whose employees are residents of Illinois.
