1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Personnel Code is amended by changing
5Section 4d as follows:
 
6    (20 ILCS 415/4d)  (from Ch. 127, par. 63b104d)
7    Sec. 4d. Partial exemptions. The following positions in
8State service are exempt from jurisdictions A, B, and C to the
9extent stated for each, unless those jurisdictions are extended
10as provided in this Act:
11    (1) In each department, board or commission that now
12maintains or may hereafter maintain a major administrative
13division, service or office in both Sangamon County and Cook
14County, 2 private secretaries for the director or chairman
15thereof, one located in the Cook County office and the other
16located in the Sangamon County office, shall be exempt from
17jurisdiction B; in all other departments, boards and
18commissions one private secretary for the director or chairman
19thereof shall be exempt from jurisdiction B. In all
20departments, boards and commissions one confidential assistant
21for the director or chairman thereof shall be exempt from
22jurisdiction B. This paragraph is subject to such modifications
23or waiver of the exemptions as may be necessary to assure the

1continuity of federal contributions in those agencies
2supported in whole or in part by federal funds.
3    (2) The resident administrative head of each State
4charitable, penal and correctional institution, the chaplains
5thereof, and all member, patient and inmate employees are
6exempt from jurisdiction B.
7    (3) The Civil Service Commission, upon written
8recommendation of the Director of Central Management Services,
9shall exempt from jurisdiction B other positions which, in the
10judgment of the Commission, involve either principal
11administrative responsibility for the determination of policy
12or principal administrative responsibility for the way in which
13policies are carried out, except positions in agencies which
14receive federal funds if such exemption is inconsistent with
15federal requirements, and except positions in agencies
16supported in whole by federal funds.
17    (4) All beauticians and teachers of beauty culture and
18teachers of barbering, and all positions heretofore paid under
19Section 1.22 of "An Act to standardize position titles and
20salary rates", approved June 30, 1943, as amended, shall be
21exempt from jurisdiction B.
22    (5) Licensed attorneys in positions as legal or technical
23advisors, positions in the Department of Natural Resources
24requiring incumbents to be either a registered professional
25engineer or to hold a bachelor's degree in engineering from a
26recognized college or university, licensed physicians in

1positions of medical administrator or physician or physician
2specialist (including psychiatrists), and registered nurses
3(except those registered nurses employed by the Department of
4Public Health), except those in positions in agencies which
5receive federal funds if such exemption is inconsistent with
6federal requirements and except those in positions in agencies
7supported in whole by federal funds, are exempt from
8jurisdiction B only to the extent that the requirements of
9Section 8b.1, 8b.3 and 8b.5 of this Code need not be met.
10    (6) All positions established outside the geographical
11limits of the State of Illinois to which appointments of other
12than Illinois citizens may be made are exempt from jurisdiction
13B.
14    (7) Staff attorneys reporting directly to individual
15Commissioners of the Illinois Workers' Compensation Commission
16are exempt from jurisdiction B.
17    (8) Twenty senior public service administrator positions
18within the Department of Healthcare and Family Services, as set
19forth in this paragraph (8), requiring the specific knowledge
20of healthcare administration, healthcare finance, healthcare
21data analytics, or information technology described are exempt
22from jurisdiction B only to the extent that the requirements of
23Sections 8b.1, 8b.3, and 8b.5 of this Code need not be met.
24When filling positions so designated, the Director of
25Healthcare and Family Services shall cause a position
26description to be published which allots points to various

1qualifications desired. After scoring qualified applications,
2the Director shall add Veteran's Preference points as
3enumerated in Section 8b.7 of this Code. The following are the
4minimum qualifications for the senior public service
5administrator positions provided for in this paragraph (8):
6        (A) HEALTHCARE ADMINISTRATION.
7            Medical Director: Licensed Medical Doctor in good
8        standing; experience in healthcare payment systems,
9        pay for performance initiatives, medical necessity
10        criteria or federal or State quality improvement
11        programs; preferred experience serving Medicaid
12        patients or experience in population health programs
13        with a large provider, health insurer, government
14        agency, or research institution.
15            Chief, Bureau of Quality Management: Advanced
16        degree in health policy or health professional field
17        preferred; at least 3 years experience in implementing
18        or managing healthcare quality improvement initiatives
19        in a clinical setting.
20            Quality Management Bureau: Manager, Care
21        Coordination/Managed Care Quality: Clinical degree or
22        advanced degree in relevant field required; experience
23        in the field of managed care quality improvement, with
24        knowledge of HEDIS measurements, coding, and related
25        data definitions.
26            Quality Management Bureau: Manager, Primary Care

1        Provider Quality and Practice Development: Clinical
2        degree or advanced degree in relevant field required;
3        experience in practice administration in the primary
4        care setting with a provider or a provider association
5        or an accrediting body; knowledge of practice
6        standards for medical homes and best evidence based
7        standards of care for primary care.
8            Director of Care Coordination Contracts and
9        Compliance: Bachelor's degree required; multi-year
10        experience in negotiating managed care contracts,
11        preferably on behalf of a payer; experience with health
12        care contract compliance.
13            Chief, Bureau of Pharmacy Services: Bachelor's
14        degree required; pharmacy degree preferred; in
15        formulary development and management from both a
16        clinical and financial perspective, experience in
17        prescription drug utilization review and utilization
18        control policies, knowledge of retail pharmacy
19        reimbursement policies and methodologies and available
20        benchmarks, knowledge of Medicare Part D benefit
21        design.
22            Chief, Bureau of Maternal and Child Health
23        Promotion: Bachelor's degree required, advanced degree
24        preferred, in public health, health care management,
25        or a clinical field; multi-year experience in health
26        care or public health management; knowledge of federal

1        EPSDT requirements and strategies for improving health
2        care for children as well as improving birth outcomes.
3            Director of Dental Program: Bachelor's degree
4        required, advanced degree preferred, in healthcare
5        management or relevant field; experience in healthcare
6        administration; experience in administering dental
7        healthcare programs, knowledge of practice standards
8        for dental care and treatment services; knowledge of
9        the public dental health infrastructure.
10            Manager of Medicare/Medicaid Coordination:
11        Bachelor's degree required, knowledge and experience
12        with Medicare Advantage rules and regulations,
13        knowledge of Medicaid laws and policies; experience
14        with contract drafting preferred.
15        (B) HEALTHCARE FINANCE.
16            Director of Care Coordination Rate and Finance:
17        MBA, CPA, or Actuarial degree required; experience in
18        managed care rate setting, including, but not limited
19        to, baseline costs and growth trends; knowledge and
20        experience with Medical Loss Ratio standards and
21        measurements.
22            Director of Encounter Data Program: Bachelor's
23        degree required, advanced degree preferred, preferably
24        in business or information systems; at least 2 years
25        healthcare data reporting experience, including, but
26        not limited to, data definitions, submission, and

1        editing; strong background in HIPAA transactions
2        relevant to encounter data submission; knowledge of
3        healthcare claims systems.
4            Chief, Bureau of Rate Development and Analysis:
5        Bachelor's degree required, advanced degree preferred,
6        with preferred coursework in business or public
7        administration, accounting, finance, data analysis, or
8        statistics; experience with Medicaid reimbursement
9        methodologies and regulations; experience with
10        extracting data from large systems for analysis.
11            Manager of Medical Finance, Division of Finance:
12        Requires relevant advanced degree or certification in
13        relevant field, such as Certified Public Accountant;
14        coursework in business or public administration,
15        accounting, finance, data analysis, or statistics
16        preferred; experience in control systems and GAAP;
17        financial management experience in a healthcare or
18        government entity utilizing Medicaid funding.
19        (C) HEALTHCARE DATA ANALYTICS.
20            Data Quality Assurance Manager: Bachelor's degree
21        required, advanced degree preferred, preferably in
22        business, information systems, or epidemiology; at
23        least 3 years of extensive healthcare data reporting
24        experience with a large provider, health insurer,
25        government agency, or research institution; previous
26        data quality assurance role or formal data quality

1        assurance training.
2            Data Analytics Unit Manager: Bachelor's degree
3        required, advanced degree preferred, in information
4        systems, applied mathematics, or another field with a
5        strong analytics component; extensive healthcare data
6        reporting experience with a large provider, health
7        insurer, government agency, or research institution;
8        experience as a business analyst interfacing between
9        business and information technology departments;
10        in-depth knowledge of health insurance coding and
11        evolving healthcare quality metrics; working knowledge
12        of SQL and/or SAS.
13            Data Analytics Platform Manager: Bachelor's degree
14        required, advanced degree preferred, preferably in
15        business or information systems; extensive healthcare
16        data reporting experience with a large provider,
17        health insurer, government agency, or research
18        institution; previous experience working on a health
19        insurance data analytics platform; experience managing
20        contracts and vendors preferred.
21        (D) HEALTHCARE INFORMATION TECHNOLOGY.
22            Manager of Recipient Provider Reference Unit:
23        Bachelor's degree required; experience equivalent to 4
24        years of administration in a public or business
25        organization; 3 years of administrative experience in
26        a computer-based management information system.

1            Manager of MMIS Claims Unit: Bachelor's degree
2        required, with preferred coursework in business,
3        public administration, information systems; experience
4        equivalent to 4 years of administration in a public or
5        business organization; working knowledge with design
6        and implementation of technical solutions to medical
7        claims payment systems; extensive technical writing
8        experience, including, but not limited to, the
9        development of RFPs, APDs, feasibility studies, and
10        related documents; thorough knowledge of IT system
11        design, commercial off the shelf software packages and
12        hardware components.
13            Assistant Bureau Chief, Office of Information
14        Systems: Bachelor's degree required, with preferred
15        coursework in business, public administration,
16        information systems; experience equivalent to 5 years
17        of administration in a public or private business
18        organization; extensive technical writing experience,
19        including, but not limited to, the development of RFPs,
20        APDs, feasibility studies and related documents;
21        extensive healthcare technology experience with a
22        large provider, health insurer, government agency, or
23        research institution; experience as a business analyst
24        interfacing between business and information
25        technology departments; thorough knowledge of IT
26        system design, commercial off the shelf software

1        packages and hardware components.
2            Technical System Architect: Bachelor's degree
3        required, with preferred coursework in computer
4        science or information technology; prior experience
5        equivalent to 5 years of computer science or IT
6        administration in a public or business organization;
7        extensive healthcare technology experience with a
8        large provider, health insurer, government agency, or
9        research institution; experience as a business analyst
10        interfacing between business and information
11        technology departments.
12The provisions of this paragraph (8), other than this sentence,
13are inoperative after January 1, 2014.

15    Section 99. Effective date. This Act takes effect upon
