1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 12-4.37 as follows:
 
6     (305 ILCS 5/12-4.37 new)
7     Sec. 12-4.37. Dental clinic grant program.
8     (a) Grant program. Subject to funding availability, the
9 Department of Healthcare and Family Services shall administer a
10 grant program. The purpose of this grant program shall be to
11 build the public infrastructure for dental care and to make
12 grants to local health departments, federally qualified health
13 clinics (FQHCs), and rural health clinics (RHCs) for
14 development of comprehensive dental clinics for dental care
15 services. The primary purpose of these new dental clinics will
16 be to increase dental access for low-income and Department of
17 Healthcare and Family Services clients who have no dental
18 arrangements with a dental provider in a project's service
19 area. The dental clinic must be willing to accept out-of-area
20 clients who need dental services, including emergency services
21 for adults and Early and Periodic Screening, Diagnosis and
22 Treatment (EPSDT)-referral children. Medically Underserved
23 Areas (MUAs) and Health Professional Shortage Areas (HPSAs)

1 shall receive special priority for grants under this program.
2     (b) Eligible applicants. The following entities are
3 eligible to apply for grants:
4         (1) Local health departments.
5         (2) Federally Qualified Health Centers (FQHCs).
6         (3) Rural health clinics (RHCs).
7     (c) Use of grant moneys. Grant moneys must be used to
8 support projects that develop dental services to meet the
9 dental health care needs of Department of Healthcare and Family
10 Services Dental Program clients. Grant moneys must be used for
11 operating expenses, including, but not limited to: insurance;
12 dental supplies and equipment; dental support services; and
13 renovation expenses. Grant moneys may not be used to offset
14 existing indebtedness, supplant existing funds, purchase real
15 property, or pay for personnel service salaries for dental
16 employees.
17     (d) Application process. The Department shall establish
18 procedures for applying for dental clinic grants.
 
19     Section 99. Effective date. This Act takes effect upon
20 becoming law.
