SYNOPSIS AS INTRODUCED:
 
520 ILCS 5/3.1-3

    Amends the Wildlife Code. Requires the Department to annually issue each deer and wild turkey outfitter (upon his or her request) at least one deer permit and one turkey permit for every 250 acres of land that he or she owns or leases. Requires outfitters to pay an additional $50 fee for each deer permit or wild turkey permit issued by the Department. Requires the proceeds of the additional fee to be deposited into the Fish and Wildlife Fund. Provides that an outfitter is someone who owns at least 2,000 acres of land in the State and who provides or offers to provide, for compensation, outfitting services for deer or wild turkey hunting.

1     AN ACT concerning wildlife.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Wildlife Code is amended by changing Section
5 3.1-3 as follows:
 
6     (520 ILCS 5/3.1-3)
7     Sec. 3.1-3. Deer and wild turkey outfitter permit;
8 application and fees.
9     (a) Before any person provides or offers to provide, for
10 compensation, outfitting services for deer or wild turkey
11 hunting, that person must apply for and receive a permit from
12 the Department. The criteria, definitions, application
13 process, fees, and standards of outfitting services shall be
14 provided by administrative rule. However, those rules must, at
15 a minimum, require the Department to annually issue each
16 outfitter (upon his or her request) at least one deer permit
17 and one turkey permit for every 250 acres of land that he or
18 she owns or leases and uses for hunting purposes.
19     (b) The annual fee for resident outfitter permits shall not
20 exceed $1,000. The annual fee for nonresident outfitter permits
21 shall not exceed $2,500. Outfitters must also pay an additional
22 $50 fee for each Deer Permit or Wild Turkey Permit issued by
23 the Department. This $50 fee is in addition to any fee that

1 must already be paid for each Deer Permit or Wild Turkey
2 Permit.
3     (c) All outfitter permit fees and other fees authorized by
4 this Section shall be deposited into the Wildlife and Fish
5 Fund.
6     (d) For the purposes of this Section, an outfitter is a
7 person who owns or leases at least 2,000 acres of land in the
8 State and who provides or offers to provide, for compensation,
9 outfitting services for deer or wild turkey hunting. The
10 criteria, definitions, application process, fees, and
11 standards of outfitting services shall be provided by
12 administrative rule.
