| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to honor Representative Donald L. Moffitt | 4 | | for his work with the Illinois Legislative Fire Caucus; and
| 5 | | WHEREAS, In 2002, Rep. Moffitt created a task force to | 6 | | study fire protection funding; he recognized the need to have a | 7 | | bi-partisan "fire caucus" made up of members
from the General | 8 | | Assembly that would work with fire service leaders on their | 9 | | various needs; he has continuously served as the Co-Chairman of | 10 | | the Fire Caucus since its formation; and
| 11 | | WHEREAS, The purpose of the Fire Caucus is to promote, | 12 | | preserve, foster, and protect the pursuits of the fire service | 13 | | in
Illinois; the caucus will not advance any fire | 14 | | service-related issue if there is not unanimous
agreement by | 15 | | the Illinois Fire Services Association; and
| 16 | | WHEREAS, Rep. Moffitt sponsored or co-sponsored | 17 | | legislation that did the following: encouraged every fire | 18 | | department in Illinois to join the Mutual Aid Box Alarm System | 19 | | (MABAS); created the revolving fire truck loan program; created | 20 | | the fire service small equipment grant; increased the fines and | 21 | | punishment for arsonists; allowed fire departments to receive | 22 | | tax free motor fuel for fire trucks; updated and improved a |

| 1 | | firefighter hiring process for career fire departments; | 2 | | created a fair and equitable promotional system within career | 3 | | fire departments; allowed for military veterans to continue to | 4 | | apply for firefighter jobs if serving on active duty when
they | 5 | | reached the maximum allowable age; and
| 6 | | WHEREAS, Rep. Moffitt also served as the Co-Chair of the | 7 | | EMS Task Force, which looked into the funding and service | 8 | | delivery of
the Emergency Medical System in Illinois; as | 9 | | Co-Chair of both the Fire Caucus and EMS Task Force, he has | 10 | | championed the public
safety concerns of fire and emergency | 11 | | services throughout the State; and | 12 | | WHEREAS, Throughout Rep. Moffitt's legislative career, he | 13 | | has acquired several prestigious awards, including
Legislator | 14 | | of the Year, Illinois Association for Fire Protection | 15 | | Districts, 2002;
Legislator of the Year, Illinois Fire Chiefs | 16 | | Association, 2003;
Legislator of the Year, Northern Illinois | 17 | | Alliance of Fire Protection Districts, 2004;
Legislator of the | 18 | | Year, Illinois EMS Alliance, 2014;
Legislator of the Year, | 19 | | Illinois Emergency Medical Technicians Association, 2014;
and | 20 | | Legislator of the Year, Illinois National Emergency Number | 21 | | Association, 2014; and | 22 | | WHEREAS, Rep. Moffitt has served in the Illinois House of | 23 | | Representatives since January of 1993; prior to that, he was |

| 1 | | the Knox County Treasurer, a Knox County Board member and | 2 | | Chair, a Knoxville City Council member, the Mayor of Oneida, | 3 | | and an alderman in Oneida; he was born in Galesburg and has a | 4 | | Bachelor of Science in Agricultural Education and Economics | 5 | | from the University of Illinois; he and his wife, Carolyn, have | 6 | | 3 children; and
| 7 | | WHEREAS, Rep. Moffitt has a passion, dedication, and | 8 | | commitment to public safety and the constituents of Illinois; | 9 | | therefore, be it
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 11 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 12 | | honor Representative Donald L. Moffitt for his work with the | 13 | | Illinois Legislative Fire Caucus; and be it further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to Rep. Moffitt as an expression of our esteem and | 16 | | respect.
