| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, The Public Safety and Violence Prevention Task | 3 | | Force has met 11 times, beginning with its first meeting on | 4 | | October 25, 2021, and has heard from violence prevention grant | 5 | | recipients of the Department of Human Services and the | 6 | | Illinois Criminal Justice Information Authority; and
| 7 | | WHEREAS, Between fiscal years 2018 and 2022, the Illinois | 8 | | General Assembly appropriated almost $450 million for violence | 9 | | prevention grants; and | 10 | | WHEREAS, Violence prevention funding will be increasing | 11 | | again this year; and
| 12 | | WHEREAS, Significant amounts of money and resources have | 13 | | been invested into this problem, and while results have been | 14 | | seen, further improvements could be made to how funding is | 15 | | prioritized and distributed; and
| 16 | | WHEREAS, Through working together and opening channels of | 17 | | communication, it can be ensured that responsible and | 18 | | qualified parties with violence prevention experience who wish | 19 | | to participate in these programs will be given an opportunity | 20 | | to apply; and

| 1 | | WHEREAS, Many worthy opportunities are not being pursued | 2 | | due to lack of awareness; therefore, be it
| 3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 4 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 5 | | we call for agencies to have broader disclosure of | 6 | | non-legislated programs on budget forms; and be it further
| 7 | | RESOLVED, That we call for data collection and | 8 | | evidence-based practices for violence prevention grantees and | 9 | | for new programs to have a three-year spending plan attached; | 10 | | and be it further
| 11 | | RESOLVED, That we call for the creation of a publicly | 12 | | accessible database for government programs, assistance, | 13 | | grantees, and funding that is searchable by the zip code of the | 14 | | area of service; and be it further
| 15 | | RESOLVED, That we call for agencies to be more targeted | 16 | | with the purpose and location of Notices of Funding | 17 | | Opportunity (NOFOs); and be it further
| 18 | | RESOLVED, That we call for the establishment of a task | 19 | | force or commission with experts from the fields of economics, | 20 | | public health, social work, law enforcement, grant | 21 | | distribution, and public policy as well as representatives |

| 1 | | from government agencies and community organizations to | 2 | | provide policy recommendations to the General Assembly; and be | 3 | | it further
| 4 | | RESOLVED, That we direct the Auditor General to perform a | 5 | | general performance audit of grant programs and recipients of | 6 | | violence prevention grants awarded by the Department of Human | 7 | | Services and the Illinois Criminal Justice Information | 8 | | Authority; the performance audit shall be for Fiscal Years | 9 | | 2020, 2021, 2022, and continue into Fiscal Year 2023, and | 10 | | should examine: | 11 | | (1) The purposes for which State monies were provided | 12 | | to grant recipients for the violence prevention grants; | 13 | | (2) The nature and extent of monitoring by DHS and | 14 | | ICJIA of how the grant programs used the State provided | 15 | | money and whether certain residential communities of | 16 | | similar crime rates were excluded; | 17 | | (3) The actual use of the State monies by grantees, | 18 | | including the identity of any subrecipients and the | 19 | | amounts and purposes for employment; | 20 | | (4) The number of positions paid through the programs | 21 | | by organizational unit, job title, function, and salary | 22 | | and whether employees completed and filled out appropriate | 23 | | time sheets; | 24 | | (5) The number of positions supervised or managed by | 25 | | each management position and whether any of those |

| 1 | | employees were supervised or managed by more than one | 2 | | management position; | 3 | | (6) Whether, through a review of available | 4 | | documentation, the programs met or were meeting the | 5 | | purposes for which the State monies were provided, with | 6 | | specific information concerning any measurable impact on | 7 | | reducing crime rates; | 8 | | (7) Whether the programs were in compliance with the | 9 | | applicable laws, regulations, contracts, and grant | 10 | | agreements pertaining to the programs' receipt of State | 11 | | monies; and | 12 | | (8) A determination if the Notice of Funding | 13 | | Opportunities drive at solutions for violence prevention;
| 14 | | and be it further | 15 | | RESOLVED, That suitable copies of this resolution be | 16 | | delivered to the Governor, all Illinois constitutional | 17 | | officers, and the directors of all grant-making state | 18 | | agencies.
