| HOUSE JOINT RESOLUTION

| WHEREAS, Fermi National Accelerator Laboratory, the | 3 |
| nation's premier particle accelerator laboratory, leads United | 4 |
| States research into the fundamental nature of matter and | 5 |
| energy; and
| 6 |
| WHEREAS, In 2007, Fermilab's researchers and facilities | 7 |
| achieved results judged by the American Institute of Physics as | 8 |
| among the Ten Top Physics Stories from around the world; and
| 9 |
| WHEREAS, Particle accelerators at Fermilab provide | 10 |
| unparalleled scientific research opportunities for thousands | 11 |
| of scientists and students from throughout the State of | 12 |
| Illinois, the nation, and the world; and
| 13 |
| WHEREAS, Fermilab scientists have immediate opportunities | 14 |
| for landmark discoveries at the energy frontier that will not | 15 |
| be available again in the United States for many years to come; | 16 |
| and
| 17 |
| WHEREAS, The facilities at Fermilab are essential for the | 18 |
| basic scientific research that nurtures technological and | 19 |
| scientific advances and that fuels American innovation; and
| 20 |
| WHEREAS, Advances in the technology of particle |

| accelerators produce significant benefits not only to basic | 2 |
| science but to health care, medical research, manufacturing, | 3 |
| materials science, and the economy of the State of Illinois and | 4 |
| the nation; and | 5 |
| WHEREAS, The budget for FY2008 approved by Congress and | 6 |
| signed by the President dealt a severe blow to the United | 7 |
| States Office of Science's High-Energy Physics program, which | 8 |
| received $94 million less than requested; and | 9 |
| WHEREAS, The FY2008 budget, which cuts $52 million from the | 10 |
| President's FY2008 budget request of $372 million for Fermilab, | 11 |
| could cripple the laboratory's ability to remain one of the | 12 |
| world's preeminent research facilities; and | 13 |
| WHEREAS, The budget eliminates funding for the 2 programs | 14 |
| most vitally linked to Fermilab's future, the NOvA neutrino | 15 |
| experiment and the research and development program for the | 16 |
| International Linear Collider; and | 17 |
| WHEREAS, A restoration of funding in basic physics research | 18 |
| is essential to maintaining America's role as the innovator in | 19 |
| technology, retaining our nation's leading scientific | 20 |
| institutions and their skilled workforces, and providing | 21 |
| opportunities for future scientists; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 2 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 3 |
| SENATE CONCURRING HEREIN, that we urge the United States | 4 |
| Congress to enact, and the President to approve, a supplemental | 5 |
| appropriation to restore the funding to Fermilab to the level | 6 |
| of the President's FY2008 budget request; and be it further
| 7 |
| RESOLVED, That we urge the Director of the Office of | 8 |
| Management and Budget to increase the funding request for the | 9 |
| Office of Science, particularly for the High-Energy Physics | 10 |
| program, in the President's FY2009 budget; and be it further
| 11 |
| RESOLVED, That copies of this resolution be presented to | 12 |
| the President of the United States, the Speaker of the United | 13 |
| States House of Representatives, the President Pro Tempore of | 14 |
| the United States Senate, and each member of the Illinois | 15 |
| congressional delegation.
